Alf ORDINANCE AUTHORIZING THE ALTERING AND CHANGING OF THE PRIMA FACIE
SPEED LIMIT FRCM 30 MIL!S P.!R HOUR TO 40 MilES PER HOUR OW THAT PORTION
OF TRE STREEtS DESCRIBED AS FOLtOWS:
On the west side of Quaker Avenue beginning 100 feet north of the inter-
section of 14th Street and extending north to_ the city limits.

Dl TE OF THIS ORDINANCE.
~S, the governing body, as authorized by Article 827a, Sec. S,
Vernon's Annotated Penal Code, finds that certain prima facie speed limits on
certain highways are different from what is reasonable or safe and should be
a~tered and the~diat• preservation of pablic health and safety requires·im-
~ediate alteration of said prima facie speed limits as hereafter set forth, -·
which creates an emergency; NON' THEREFORE,
BE IT ORDliNED BY THE CITY' COMMISSION OF THE CITY' OF LUBBOCK:
.. SECTION 1. The prima facie speed limit established by Article 827a,
Sec. s, Subs~tion 1 (b), Vernon's Annotated Penal Code is altered and changed
for all vehicles to 40 miles per hour on the following designated highways
or street in the corporate limits of the City of LUbbock, Lubbock County,
Texas, to-wit:
On the west side of Quaker Avenue beginning 100 feet north of the inter-
section of 14th Street and extending north to the city limits.
S~CTION 2. The City Manager is authorized and directed to cause the
placing of signs so as to clearly define the limits of the prima facie areas
set out in this Ordinance.

SECTION 3. An person, firm or corporation violating the prima facie
speed limit established by this Ordinance shall upon conviction be fined in
any sum not toec:ceed TWO HUNDRED DOLlARS ($200.00) and for subsequent violat-
tions within one year thereafter shall be prosecuted as prescribed for such
violations by Sec. 15 of Article S27a, Vernon's Annotated Penal Code.
SECTION 4. The City Secretar.y is authorized arid directed to cause
the publication ot the descriptive eaption of this Ordinance together with
the penalty prorieion as au alternative method of publication as provided by law.
SECTION 5. The fact that public necessity and co~enience requires
that this Ordinance be passed as an emergenct measure for reasons set forth in
the preamble hereof, the rule requiring that no Ordinance shall be finally
passed on the day of its introduction be suspended, and this Ordinance is de-
clared to be an emergency measure to take effeet for and after its passage.
