AN ORDINANCE AMENDING THE LUBBOCK CIT92o~t~;-~.Vc9PROVID~
FOR ONE FREE ELECTRICAL RE-INSPECTION AND FEES THEREAFTER;
PRESCRIBING NEW RESIDENTIA.LELECTRICAL INSPECTION FEE; MAKING
PROVISION FOR ONE FREE PLUMBING RE -INSPECTION AND FEES THERE-
AFTER; REQUIRING FLOOR Pl.AN AND FOUNDATION DETAIL, STRUCTURAL
FRAMING PLAN; AND SITE LOCATION PI.Al\: PROVIDING FOR ELEVATION
AND DRAINAGE INSPECTION.; ADDING OTHER ,REQUIREMEN TS FOR FINAL
INSPECTIONS; CONTAINING A SAVINGS ClAUSE AND A PENALTY CLAUSE;
AND PROVIDING FOR PUBLICATION AND EFFECTIVE DATE OF TillS ORDINAN E
Whereas, the City Commission finds that it is in the Public interest, safety,
health, and general welfare to revise certain provisions of the Building, Electrica ,
and Plumbing Codes of the City of Lubbock, aU of which revisions relate to
construction and inspection thereof by the Building Inspection Department of the
City of Lubbock and fees connected therewith; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK;
Section 1. THAT the last paragraph of Section llA-37 of the Lubbock City
Code is amended to read hereafter as follows:
nThere shall be no charge for one re-inspection, and when more than
one re-inspection is required, are-inspection fee of two dollars .and
fifty cents for each re-inspection will be charged. If the owner is
doing his own work, the inspection fee is payable in advance. The
master electrician shall pay such re-inspection fee before the job
is released. Electrical inspection fees for residential structures
shall be on a square footage basis at the rate of one-half cent per
square foot to be ,collected strictly on a cash basis. n
Section z. THE last sentence of Section 24-24 of the Plumbing Code of the
City of Lubbock (included in the Volume II of the Lubbock City Code} be and the
same is hereby amended to read hereafter as follows:
11T he first re ·inspection on plumbing inspections shall be done free
of charge; for additimal re -inspections thereafter of gas piping or
appliances that have been rejected or turned down after the first
re-inspection, and on all other re-inspections after the first
re-inspection there shall be an additional fee collected of two
dollars and fifty cents per unit.11
Section 3. Section 201 of the Building Code (included in Volume II of the
Lubbock City Code) is amended by adding a new paragraph at the end thereof which
shall read as follows:
11The building (general) inspector or his assistants shall require a
floor plan and foundation detail, a structural framing plan, and a
site location plan prior to the issuance of any buiiding permit for
a new r e sidence and said plans shall be approved by the building
(general) inspector and kept on the job site for reference by the
building (general) inspection department until the final (general)
in'spection has been made."
Section 4.. THAT Section 2217 of the Building Code of the City of Lubbock (same
being included L'l 'Vtalume II of the Lubbock City Code) shall be amended by adding
a new Subparagraph C thereto which shall read as follows:

--made by the Building Inspection Department. The following
minimun flow elevations shall be used (provided however,
that the Building Inspection Department may make adjustments
where the facts of a particular situation require),· to-wit:

1. The ground shall slope away from the house at all locations.
2. The sidewalk shall be a minimum of zu above the top of curb in all
instances.
3. The minimum distance from the finished ground elevation to the top of
floor shall be 8 inches at all location around the house.11
Sections. The first paragraph of the·Division entitled FINAL INSPECTION
of Section 204 of the Building Code (included in Volume U o7the-LUbboCk-City-
Code) is hereby amended by adding at the end thereof the following provision:
"Final Inspections shall include the following after
completion:
{1) Sidewalks and driveways in accordance with and
as required by pertinent provisions of the Lubbock City Code.
{
2) Fireplace installations.
3) Grading and clean up of sites.
4) Structural Completion. 11
Section 6. If any phrase, clause, sentence, paragraph, or provision in this
ordinance is judicially construed to be invalid or unconstitutional for any reason,
such judicial decision shall not affect the remainder of this ordinance.
Section 7 • Any person, firm, or corporation violating any provision of this
ordinance shall upon conviction be fined in any sum not to exceed $ZOO. 00.
Section 8. The City SecrE:tary is here\>y authorized and directed to cause the
publication of the caption of thi~ ordinance and the penalty clause (being Section 7
above) in a newspape1· regularly published in the City of Lubbock once a week for
two consecutive weeks as an alternative method of publication as provided by law,
and this ordinance shall become effective ten days after its last publication.
