HomeMy WebLinkAboutOrdinance - 3123-1960 - Amending Section 10, Exhibit B Ord 894. - 04/28/1960,/ /': ,,....... .,. 0 2. { J.L""' t ORDINANCE NO._~~--..T ~ ( ./J' ). t;~ :~~ l-AN ORDINANCE AMENDING SECTION 101 EXIDBIT u~n OF ORDINANCE NO . { 894 ENTITLED "AN ORDINANCE CLASSIFYING ALL POSJ:TIONS IN THE CLASS- IFIED SERVICE OF THE CITY OF LUBBOCK; DEFINING CERTAIN TERMS; PROVIDING FOR THE ESTABLISHMENT AND ADOPTION OF THE CLASSIFICA- TION PLAN; PROVIDING FOR RECORDS OF THE PLAN TO BE MAINTAINED; INTERPRET!~ THE CLASS SPECIFICATIONS SO ESTABLISHED; PROVIDING FOR THE ALLdCATION OF POSITIONS TO THE VARIOUS CLASSES; PROVIDING FOR THE RE-ALLOCATION OF POSI: TIONS WHEN DUTIES C'HANGE; PROVIDIN FOR THE STATUS OF PRESENT EMPLOYEES; PROVIDING FOR PERIODIC IN- VESTIGATIONS OF THE CLASSIFICATION PLANi PROVIDING ORDINANCES; PROVIDING FOR AMENDMENTS TO THIS ORDINANCE; jt..ND LISTING CLASS SPECIFICATIONS* "SO AS TO ADD TO SAID EXHIBIT ".i" OF SECTION 10 AND ESTABLISH THE FOLLOWING POSITIONS~ TO-WIT: DISTRICT FIRE CffiEF; DECLARING.TffiS ORDINANCE TO BE CUMULATIVEt AND DECLARING AN EMERGENCY• WHEREAS,. the Civil Service Commission~ on the recommendation of the Chie of the Fire Department and the Director of Civil Service, has made a careful stud of the present need within the Fire Department of the classified position as "Distri t Fire Chieftt; and~ WHEREAS• the Civil Service Commission has submitted its recommendation to the City Commission recommending the classification of "District Fire Chief11 b added to the classified positions within the Fire Department; and, WHEREAS, the City Commission deems it advisable and expedient to the good order of the Fire Department that such recommendation be adopted and the class- fication of "District Fire Chief11 established, with the number of positions in such classification to be set by the annual budget; and, WHEREAs• the classification of such position in the classified service of the City involves the usual daily operation of the Police Department of the City of Lubbock,, creating an emergency requiring the immediate adoption of this Ordinanc after one reading; NOW THEREFORE~ BE IT ORDAINED BY THE ·CITY COMMISSION OF THE CITY OF LUBBOCK: • SECTION 1. THAT Exhibit 11.&." of Section 10 of Ordinance 894 be amended to inch~.d~ the classification of11ll.strict Fire Chief" and that such classification shal}s be controlled and governed by the class specifications set forth in thai5Exhibit "..1." attached hereto and made a part hereof and as shown in such Exhibit 11..1.11 it is here by declared to be the official statement of the duties~ responsibilities and require- ments of such classification. SECTION 2. It is hereby declared to he the specified intention of the City Commission that this ordinance is and shall be cw:nulative with all other ordinance in effect perta1ning t9 the classification plan for Civil Service employees of the Cit of Lubbock Fire Department. SECTION 3. The fact that the subject matter of this ordinance deals with the usual daily operation of a City Department creates an emergency requiring the immediate passage ol this Ordinance which shall be effective upon its first reading and passage. '-. ; B EXlnBIT ''&" 'DISTRICT FIRE CHIEF DISTINGUISinNG CHARACTERISTICS OF WORK: - fi' This is supervisory and specialized firefighting work assisting the Assistant Fire Chief on an assigned shift in directing all phases of the oper.ations of the Fire Department in the district assigned. This employee is responsible for directing all activities at the scene of atir-e in his district 'Wlless relieved by the Fire Chief or Assistant Fire Chief and is responsible to the Assistant Fire Chief for repa~r and ma~,ntenance of all stations, apparatus and equipment located in his assigned district. This employee shall be responsible to the Assistant Fire Chief for all activitie l'J of the Lubbock Fire Department occurring in his district during his assigned tour of duty. In the absence of the Assistant Fire Chief~. he shall assume the duties of the Assistant Fire Chief and shall be responsible for all activities of the Fire De- partment on his assigned platoon. In the fighting of fires as well as the performance of other duties, the employe ~ must apply a broad knowledge of firefighting methods and techniques to work with problems which often are of an emergency nature. Work is performed independently but is subject to frequent consultation with the Fire Chief and Assistant Fire Chief. Suspension is exercised over all firefight ng personnel in his district,, subject to approval of the Chief. He shall notify all Cap- tains or Lieutenants where possible, before their orders are countermanded. EXAMPLES OF WORK: Performs all or part of the duties of the Fire Chief or Assistant Fire Chief as delegated by that officer in his absence. Directs activities and commands men and equipment of his district during assigned shift. Answers fire alarms and personally directs all firefighting and salvage activi- ties at scene o£ fire in his district unless relieved by the Fire Chief or Assistant Fire Chief. Answer all emergency calls in his district involving saving of life and use of ~nhalator. Carefully read and examine all reports from captains and lieutenants in his district,. and either approve or disapprove such reports as should be transmitted to Headquarters. Instructs all captains and lieutenants under his superv?-sion in the full perform· ance of their duties. Enforces the Rules,. Regulations and procedures of the Department., and shall see that proper reports and records are made and kept. When necessary, prefer charges against officers and men for inefficiency and !misconduct. Inspects business establishments, schools, hotels~ and other public places in [hi s district for fire and safety hazards. Inspects all stations,. men and equipment in his district. Checks reports and requisitions of subordinates. Keeps Necessary records and makes reports to superiors. Assists the Fire Chief and Assistant Fire Chief in ~terminlining departmental )Olicy. Performs such other duties as may be prescribed by the Fire Chief. 0 I' DES!RJ.\BLE KNOWLEDGE, SKILLS AND ABILITIES: Ability to supervise men effectively~, maintain discipline, and cooperate with other officers and men. Thorough knowledge of principles, practices, and methods of modern fire- fighting. Working knowledge of, and skill in operation and maintainence of, various types of firefighting and resuscitating equipment and apparatus and ability to ouper vise effective use of such equipment and apparatus. Working knowledge of first aid principles and skill in their application. Ability to size up situation quickly and adopt an effective course of action. Working knowledge of fire prevention ~ethods and of city ordinances relating to fire prevention. Some knowledge of the principles and practices involved in instructing and training problems. Ability to memorize the location of fire hydrants and streets in assigned district. Ability to prepare clear and comprehensive reports of fire activities. DESIRABLE EXPERIENCE AND TRAINING: Education equivalent to that represented by graduation from a standard high school and completion of a standard course of firefighting methods and techniques. Experience in firefighting work involving varied assignment. NECESSARY SPECIAL QUALIFICATIONS: Candidates must be able to meet the medical requirements, including pe.ight and weight as prescribed in the Civil Service Rules. ,.
