AN ORDINANCE AUTHORIZING THE ALTERING AND CHANGING OF THE PRIMA FACIE
SPEED LIMIT P'R(1( '1130 MILES PER HOUR TO 45 MILES PER HOUR ON THAT PORTION
OF THE STREETS DESCRIBED AS FOLUMS:
On the South side of Parkway Drive (U. s. 82) beginning 0.910 miles
West of Quirt Avenue and extending West 0.200 miles. This is for East bound
traffic only. _ ·

WHEREAS, the governing body, as authorized by Article 827a, Sec. 8,
Vernon 1s Annotated Penal Code, finds that certain prima facie speed limits on
certain highways are different from what is reasonable or safe and should be
altered and tbe~diat• preservation of-public health and safety requires im-
mediate alteratio~ of said prima facie speed limits as hereaft~r set forth, ·
which creates an emergency; NOW THEREFORE,
BE IT ORDt\INED BY THE CITY COMMISSION OF THE CITY OF WBBOCX:
_ SECTION 1. The prima facie speed limit established by Article 827a,
Seco 8, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed
for all vehicles to 45 miles per hour on the following designated highways
or street in the corporate limits of the City of Lubbock, Lubbock County,
Texas, to-wit:
On the South side of Parkway Drive (U. S. 82) beginning 0.910 miles
1~est of Quirt Avenue and extending West 0.200 miles. This is for East bound
traffic onlY. SECTION 2. The City Manager is authorized and directed to cause the
placing of signs so as to clearly define the limits of the prima facie areas
set out in this Ordinance.
SECTION 3. An person, finn or corporation violating the pri.Dta !aeie
speed limit established b,y this Ordinance shall upon conviction be fined in
any sum not. toa:ceed TWO HUNDRED OOLIARS ($200.00) and for subsequent viola•
tiona within one year thereafter shall be prosecuted as prescribed for such
violations by Sec. 15 of Article 827a, Vernon's Annotated Penal Code.
SECTION 4. The City Secretar.y is authorized and directed to cause
the publication or the descriptive Caption of this Ordinance together with
the penalty provieion as an alternative method of publication as provided by law.
SECTION 5o The fact that public necessity and co~enience requires
that this Ordinance be passed as an emergenct measure for reasons set forth in
the preamble hereof, the rule requiring that no Ordinance shall be finally
passed on the day of its introduction be suspended, and this Ordinance is de-
clared to be an emergency measure to take effect tor and after its passage.
