S2) beginning O.SlO miles- West of Quirt Avenue and extending West 0.300 miles. This is for West bound traffic o~. r AUTHORIZING THE PlACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PROVIDING FOR PUBUCATION; AND DEClARING AN EMERGENCY; AND l'ROIID:mG FOR THE !FFBCTIVE DA. TE OF THIS ORDINANCE. WHER!lS, the governing body, as authorized by Article S27a, Sec. S, Vernon's Annotated Penal Code, finds that certain prima facie speed limits on certain highways are different from what is -reasonable or safe and should be altered and tbe~diat• preservation ot public health and safety requires im- ~ediate alteration of said prima facie speed limits as hereafter set forth, · which creates an emergency; NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: . SECTION L The prima facie speed li~t established by Article 827a, Sec. s, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed for all vehicles to 45 miles per hour on the following designated highways or street in the corporate limits of the City of LUbbock, Lubbock County, Texas, to-wit: On the North side of Parkway Drive (U. S. S2) beginning 0.810 miles West of Quirt Avenue and extending West 0.300 miles. This is for West bound traffic onl.v stcTION 2. The City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordin&nee. SECTION 3. SECTION 4. The City Secretary is authorized and directed to cause the publieation ot the descriptive caption of this Ordinance together with the penalty provieion as an alternative method of publication as provided by law. SECTION 5. The tact that public necessity and co~enience requires that this Ordinance be passed as an emergency measure for reasons set forth in the preamble hereof, the rule requiring that no Ordinance shall be finally passed on the day of its introduction be suspended, and this Ordinance is de- clared to be an emergency measure to take effect for and after its passage.
