D. 57) ORDINANCE NO. 3026 01 -tU--\9{00 © ,. {vO AN ORDINANCE AUTHORIZING THE ALTERING AND CHANGING OF THE PRIMA FACIE j ... ·-SPEED LIMIT FR<J4: 6o MILES PER HOUR TO '5'5 MI1BS PER HOOR ON THAT PORTION OF THE STREETS DESCRIBED AS FOLLOWS: On the North side of Parkway Drive (U!. s. 82) beginning 0.20 miles West of Quirt Avenue and extending West 0.610 miles. This is for West bound traffic only. · AUTHORIZING THE PlACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PRO\TIDING FOR PUBUCATION; AND DEClARING AN EMERGENCY; AND PROVIDING FOR THE !FF!CT!V! Dl TE OF 'nUS ORDINANCE. WHERElS, the governing body, as authorized by Article 827a, See. 8, Vernon's Annotated Penal Code, finds t~t certain prima facie speed limits on certain highways are different from what is reasonable or safe and should be altered and the~diate preservation of public health and safety requires im- •ediste alteration of said prima facie speed limits as hereafter set forth,-· which creates an emergency; NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: _ SECTION 1. The prima facie speed li~t established by Article S27a, See. 8, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed for all vehicles to 55 miles per hour on the following designated highways or street in the corporate limits of the City of Lubbock, Lubbock County, Texas, to-wit: On the North side of Parkway Drive (U. s. $2) beginning 0.20 miles ·west of Quirt Avenue and extending West 0.610 miles. This is for West bound traffic only. SECTION 2o The City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance. SECTION 3. AnJperson, firm or corporation violating the prima facie speed limit established ~ this Ordinance shall upon conviction be fined in any sum not toerceed TWO HUNDRED DOLlARS ($200o00) and for subsequent viola .. tions within one ye~r thereafter shall be prosecuted as prescribed for such violations b,y Seeo 15 of Article S27a, Vernon's Annotated Penal Code. SECTION 4. The City Secretary is authorized arid directed to cause the publication of the descriptive caption of this Ordinance together with the penalty provieion as an alternative method of publication as provided by law. SECTION 5o The fact that public necessity and co~enience requires that this Ordinance be passed as an emergencr measure for reasons set forth in the preamble hereof, the rule requiring that no Ordinance shall be final~ passed on the day or its introduction be suspended, and this Ordinance is de- clared to be an emergency measure to take effect for and after its passage.
