AN ORDINANCE AUTHORIZING THE ALTERING AND CHANGING OF THE PRIMA FACIE
SPEED LIMIT FR(1( 60 MILES PER HOUR TO Js MilES FER HOUR ON THAT PORTION

FOR POBLICA.TION; AND DEClARING AN EMERGENCY; AND PROIIDING FOR THE EFFECTIVE
DA. TE OF THIS ORDINANCE.
WHEREAS, the governing body, as authorized by Article 827a, See. 8,
Vernon's Annotated Penal Code, finds that certain prima facie speed limits on
certain highways are different from what is reasonable or safe and should be
altered and the~diat• preservation of public health and safety requires· im-
mediate alteration of said prima facie speed limits as hereafter set forth, -·
which creates an emergency; NOW THEREFORE,
BE IT ORMINED BY THE CITY COMMISSION OF THE CITY OF WBBOCK:
"( . .. SECTION L The prima facie speed li.J_nit established by Article 827a,
Sec. 8, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed
for all vehicles to 55 miles per hour on the following designated highways
or street in the corporate limits of the City of Lubbock, Lubbock County,
Texas , to-wit:

t raf'tic onlY: SECTION 2. The City Manager is authorized and directed to cause the
placing of signs so as to clearly define the limits of the prima facie areas
set out in this Ordinance.
SECTION 3. A~person, firm or corporation violating the prima facie
speed limit established by this Ordinance shall upon conviction be fined in
any sum no~ to.ceed TWO HUNDRED DOLlARS (t200o00) and for subsequent viola ..
tions within one year thereafter shall be prosecuted as prescribed for such
violations ~ See. 15 of Article 827a, Vernon's Annotated Penal Code.
SECTION 4. The City Secretary is authorized and directed to cause
the publication or the descriptive eaption or this Ordinance together with
the penalty provieion as an alternative method of publication as provided by law.
SECTION 5. The fact that public necessity and co~enience requires
that this Ordinance be passed as an emergenct. measure tor reasons set forth in
the preamble hereof, the rule requiring that no Ordinance shall be final~
~ssed on the day of its introduction be suspended, and this Ordinance is de-
clared to be an emergency measure to take effect for and after its passage.
