M. 835) beginning at the inter- section of Cedar Avenue and extending East for 0.200 miles. AUTHORIZING THE PlACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PROITIDING FOR PUBUOl TION; AND DEClARING AN EMERGENCY; AND PRCN'IDING FOR THE EFF.ECTIVE DA.'l'E OF THIS ORDINANC!o ~S, the governing body, as authorized by Article aZ?a, See. a, Vernon's Annotated Penal Code, finds that certain prima facie speed limits on certain highways are different from what is reasonable or safe and should be altered and tbe~diat• preservation of-public health and safety requires im- mediate alteration of said prima facie speed limits as hereafter eet forth, · which creates an emergency; NOW THEREFORE, BE IT ORlli\INED BY mE CITY COMMISSION OF THE CITY OF WBBOCK: SECTION 1. The prima facie speed l~t established by Article S27a, Sec. a, Subsection 1 {b), Vernon's Annotated Penal Code is altered and changed for all vehicles to 35 miles per hour on the following designated highway-s or street in the corporate limits of the City of Lubbock, Lubbock County-, Texas, to-wit: On both sides of 34th Street (F. M. 835) beginning at the inter- section of Cedar Avenue and extending East for 0.200 miles. SECTION 2. The City Manager is authorized and directed to cause the placing of signs so as to clearly define tQe limits of the prima facie areas set out in this Ordinance. SECTION 3. An~person, firm or corporation violating the prima facie speed limit established~y-this Ordinance shall upon conviction be fined in any sum no~ toacceed TWO HUNDRED DOWRS ($200o00) and for subsequent violat- tions within one year thereafter shall be prosecuted as prescribed for such violations by Seco 15 of Article 827a, Vernon's Annotated Penal Code. SECTION 4. The City Secretary is authorized and directed to cause the publication of the descriptive ~ption of this Ordinance together with the penalty provi•ion as an alternative method of publication as provided by law. SECTION 5. The tact that public necessity and co~enience requires that this Ordinance be passed as an emergenct measure for reasons set forth in the preamble hereof, the rule requiring that no Ordinance shall be finally passed on the day of its introduction be suspended, and this Ordinance is de- clared to be an emergen~ measure to take effect for and after its passage.
