This is for East bound traffic only. v ..JI-~ "f AUTHORIZING THE PlACING OF SPEED LIMIT SIGNS; PRESCRIBING A l'ENAL'l'Y'; PRCR'IDING ~1·~ FOR PUBUCATION; AND DEClARING AN EMERr~CY; AND l'ROVIDING FOR THE !F'F!CTIVI c7--o 0 Dl TE OF THIS ORDINANCEo · ) 0 ~s, the governing bodr, as authorized by Artiele 827a, Sec. 8, Vernon's Annotated Penal Code, finds 1that certain priDB facie speed limits on eertain highways are different from What is reasonable or safe and should be altered and theinediate preservation of-public health and safety requires·im- ~diate alteration of said prima faeie speed limits as hereafter set forth, · which creates an emergency; NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF WBBOCK: SECTION lo The prima facie speed limit established by Article 827a, See. 8, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed for all vehicles to 55 miles per hour on the foll~ng designated highways or street in the corporate limits of the City of Lubbock, Lubbock County, Texas, to-wit: On the South side of Parkway Drive (U. s. 82) beginning 0. 20 miles East of Quirt Avenue and extending 0.812 miles. This is for East bourd traffic only. ... SECTION 2. The City Manager is authorized and directed to cause the ~~ placing of signs so as to clearly define the limits of the prima facie areas . :' set out in this Ordinanceo ~..J SECTION 3. An~erson, firm or corporation violating the prima facie speed limit established ~ this Ordinance shall upon conviction be tined in any sum not to eceeed TWO HUNDRED DOLlARS C$200o00) and for subsequent viola .. tions within one year thereafter shall be prosecuted as prescribed for such violations by Sec o 15 ot Article 827a, Vernon 's Annotated Penal Code. SECTION 4. The City Secretary is authorized arid directed to cause the publication or the descriptive ·eaption of this Ordinance together with the _penalty prov1•1on as an alternative method of publication as provided by law • .../ SECTION 5o The tact that public necessity and co~enience requires that this Ordinance be passed as an emergencY measure for reasons set forth in the preamble hereof, the rule requiring that no Ordinanee shall be final~ passed on the day of its introduction be suspended, and this Ordinance is de- clared to be an emergency mea~ure to take effect for and after its passage.
