This is for Fast bound traffic ~ only. · 1'f" l1 AUTHORIZING THE PlACING OF SPEED LIMIT SIGNS; PR.l!:SCRIBING A PENALTY; PRCJITIDING ~ .9 '11 FOR PUBUCATION; AND DEClARING AN EMERGENCY; AND PROVIDING FOR THE EFFECTIVE r Dl '1'E OF THIS ORDINANCE. ~S, the governing bo~, as authorized by Article 827a, See. 8, Vernon's Annotated Penal Code, finds that certain prima facie speed limits on certain highways are different from what is -reasonable or safe and should be altered and the~diat• preservation of public health and safety requires im- lllediate alteration of said prima facie s_peed limits as hereafter set forth, -· which creates an emergency; NOW THEREFORE, BE IT ORDliNED Br THE CITY COMMISSION OF THE CITY OF LUBBOCK: ~ SECTION 1. The prima facie speed li¢-t established by Article 827a, See. 8, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed for all vehicles to 45 miles per hour on the following designated highways or street in the corporate limits of the City of Lubbock, Lubbock County, Texas, to-wit: On the South side of Parkway Drive (U. s. 82) begirming 0.20 miles East of Guava Avenue and extending East 0.22 miles. This is for East bound traffic only. SECTION 2o The City Manager is authorized and directed to cause the placing of si~s so as to clearly define tbe limits of the prima facie areas set out L~ th:ts Ordinance. SECTION 3. A~person, firm or corporation violating the prima facie speed limit established by this Ordinance shall upon conviction be fined in any sum not. tos:eeed TWO HUNDRED DOllARS ($200 .. 00) and for subsequent viola+- tions within one year thereafter shall be prosecuted as prescribed for such violations b.Y See. 15 of Article 827a, Vernon's Annot~ted Penal Code. SECTION 4. The City Secretary is authorized arid directed to cause the publication of the descriptive eaption of this Ordinance together with the penalty provieion as an alternative method of publication as provided by law. SECTION 5o The fact that public necessity and co~enience requires that this Ordinance be passed as an emergency meas~re for reasons set forth in the preamble hereof, the rule requiring that no Ordinance shall be f'inal:cy- ~seed on the day of its introduction be suspended, and this Ordinance is de- clared to be an emergency measure to take effect for and after its passage.
