S. 82) beginning 0.050 miles East of Guava Avenue and extending E:Lst for 0.150 miles. This is for East bound traffic onlr. AUTHORIZING THE PLACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PROVIDING FOR PUBUCA.TION; AND DEClARING AN EMERGENCY; AND PROVIDING FOR THE EFFECTIVE DA. TE OF TBIS ORDINANCE. WHEREAS, the governing body, as authorized by Article 827a, Sec. S, Vernon's Annotated Penal Code, finds that certain prima .facie 8peed limits on certain highways are different from what is reasonable or safe and should be altered and the iianediat• preservation o.f public health and safety requires im- mediate alteration o.f said prima facie ~peed limits as hereafter set .forth, · which creates ·an emergency; NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: .. SECTION 1. The prima facie speed limit established by Article 827a, Sec. 8, Subsection 1 (b), Vernon ts Annotated Penal Code is altered and changed for all vehicles to 45 miles per hour on the following designated highways or street in the corporate limits of the City of LUbbock, Lubbock County, Texas, to-wit: On the South side of Parkway Drive (U. s. 82) beginning 0.050 miles East of Guava Avenue and extending East for 0.150 miles. This is for East bound traffic only. SECTION 2. The City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance. SECTION 3. A~person, firm or corporation violating the prima facie speed limit establishedDy this Ordinance shall upon conviction be fined in any sum not. toscceed TWO HUNDRED DOllARS ($200.00) and for subsequent violat- tions within one year thereafter shall be prosecuted as prescribed .for sueh violations b7 Sec. 15 of Article 827a, Vernon~s Annotated Penal Code. SECTION 4. The City Secretary is authorized and directed to cause the publication of the descriptive ~aptian of this Ordinance together with tbe penalty provieion as au alternative method of publication as provided by law. SECTION 5. The tact that public necessity and eoDYenience requires that this Ordinance be passed as an emergency_ measure for reasons set forth in the preamble hereof, the rule requiring that no Ordinance shall be .final~ passed on the day ot its introduction be suspended, and this Ordinance is de- clared to be an emergen~ measure to take effeet for and after its paesage.
