AN ORDINANCE AUTHORIZING THE ALTERING AND CHANGING OF THE PRIMA FACIE
SPEED LIMIT FRCM €XJ MILES PER HOUR TO 4$ MilES PER HOUR ON TRA T PORTION
OF THE STREETS DESCRIBED AS Fot.'LOt5:
on the North side of Parkway Drive (U. s. 82) beginning 0 •. 25 miles
East of Guava Avenue and extending Weat 0.165 miles. This is for ~rest bound traffic

FOR PUBLICATION; AND DEClARING AN EMERGENCY; AND PROVIDING FOR THE EFFECTIVE

~S, the governing body, as authorized by Article 827a, Seco 8,
Vernon 1s Annotated Penal Code, finds that certain prima facie speed limits on
certain highways are different from what is reasonable or safe and should be
altered and tbe~diat• preservation of public health and safety requires· im-
mediate alteration of said prima facie speed limits as hereafter set forth,-·
which creates an emergency; NOW THEREFORE,
BE IT Olm\INED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
. SECTION L The prima facie speed li':Jdt established by Article 827a,
Seeo 8, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed
for all vehicles to 45 miles per hour on the following designated highways
or street in the corporate limits of the City of Lubbock, Lubbock County,
Texas, to-wit:
On the North aide of Parkway Drive (U. s. 82) beginning 0.25 miles
East of Guava Avenue and extending West 0.165 miles. This is for West bound
traffic only. SECTION 2o The City Manager is authorized and directed to cause the
placing of signs so as to clearly define the limits of the prima facie areas
set out in this Ordinanceo
SECTION 3. A~erson, firm or corporation violating the prima facie
speed limit established~ this Ordinance shall upon conviction be fined in
any sum not to .ceed TWO HUNDRED DOLlARS ($200o00) and for subsequent viola ..
tions within one year thereafter shall be prosecuted as prescribed for such
violations by Seeo 15 of Article 827a, Vernon's Annotated Penal Code.
SECTION 4. The City Secretar.y is authorized and directed to cause
the publication of the descriptive eaption of this Ordinance together with
the penalty provieion as an alternative method of publication as provided by law •

SECTION 5. The fact that public necessity and co~enience requires
that this Ordinance be passed as an emergenct. measure for reasons set forth in
the preamble hereof, the rule requiring that no Ordinanee shall be final~
p$ssed on the day of its introduction be suspended, and this Ordinance is de-
clared to be an emergency measure to take effect for and after its passage.
