SPEED LIMIT FROM 40 MILES PER HOUR TO 35 MILES PER HOUR ON THAT PORTION
OF THE STREETS DESCRIBED AS FOl.LO'tlS:
on t he South side of West 19th Street (State Highway ll6) begirming
at the East side of the intersection of Slide Road and extending East to the
intersection of Vicksburg Avenue. This is for East bound traffic. only.
AUTHORIZING THE PlACING OF SPEED LIMIT SIGNS; 'PRESCRIBING A 'PENALT!; PROVIDING
FOR PUBLICA.TION; AND DEClARING AN EMERGENCY; AND PRCWIDING FOR THE !FF.ECTIVE
DA. '1'E OF THIS ORDINANCEo
WHEREAS, the governing body, as authorized by Article S27a, Seco S,
Vernon's Annotated Penal Code, finds that certain prima facie speed limits on
certain highways are different from what is reasonable or safe and should be
altered and the~diat• preservation of-public health and safety requires im-
mediate alteration of said prima facie speed limits as hereafter eet forth, ·
which creates an emergency; NOW THEREFORE,
BE IT ORDAINED BY THE CIT! COMMISSION OF THE CITY OF WBBOCX:
SECTION lo The prima facie speed li~t established by Article 827a,
Seco 8, Subsection 1 (b), Vernon•s Annotated Penal Code is altered and changed
for all vehicles to 35 miles per hour on the following designated highways
or street in the corporate limits of the City of Lubbock, Lubbock County,
Texas, to-vit:
On the South side of \~est 19th Street (State Highway 116) beginning
at the East side of the intersection of Slide Road and extending East to the
intersection of Vicksburg Avenue. This is for East bound traffic only.
SECTION 2o The City Manager is authorized and directed to cause the
placing of signs so as to clearly define tne limits of the prima facie areas
set out in this Ordinanceo
SECTION 3. A~erson, firm or corporation violating the prima facie
speed limit establishedlr,r this Ordinance shall upon conviction be fined in
any sum not-to ar.eeed TWO HUNDRED DOLlARS ($200o00) and for subsequent viola ..
tions within one year thereafter shall be prosecuted as prescribed for such
violations by Seeo 15 of Article 827a, Vernon•s Annotated Penal Code.
SECTION 4. The City Secretar,r is authorized arid directed to cause
the publication of the descriptive eaption of this Ordinance together with
the penalty provieion as an alternative method of publication as provided by law.
SECTION 5o The fact that public necessity and co~enience requires
that this Ordinance be passed as an emergency measure for reasons set forth in
the preamble hereof, the rule requiring that no Ordinance shall be final~
p$ssed on the day of 1 ts introduction be suspended, and this Ordinance is de-
clared to be an emergency measure to take effect for and after its passage.
