AUTHORIZING THE PlACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PR<11IDING FOR POBUCATION; AND DEClARING AN EMERGENCY; AND PROVIDING FOR TRX EFF!CTIVE DA. TE OF mrs ORDINANCE. WHIRElS, the governing bo~, as authorized by Article 827a, Sec. 8, Vernon's Annotated Penal Code, finds that certain prima facie speed limits on certain highways are different from what is reasonable or safe and should be altered and the~diat• preservation of public health and safety requires im- mediate alteration of said prima facie speed limits as hereafter set forth, · which creates an emergency; NOW THEREFORE, BE IT ORDliNED BY THE CITY COMMISSION OF THE CIT! OF LUBBOCK: _ SECTION L The prima facie speed li¢-t established by Article S27a, Seeo 8, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed for all vehicles to 40 miles per hour on the following designated highways or street in the corporate limits of the City of Lubbock, Lubbock County, Texas, to-wi. t: On both sides of Slide Road beginning at the intersection of Fourth street and extending South to the intersection of 19th Street. SECTION 2. The City Manager is authori zed and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance. SECTION 3. An person, firm or corporation violating the prima facie speed limit established by this Ordinance shall upon couviction be fined in any sum no1; toar:ceed TWO HUNDRED DOLlARS (S200o00) and for subsequent viola+- tions within one year thereafter shall be prosecuted as prescribed tor such violations b,y Seeo 15 of Article 827a , Vernon's Annotated Penal Code. SECTION 4. The City Secretary is authori zed arid directed to cause the publication of the descriptive eaption or this Ordinance together with the penalty pravieion as an alternative method of publication as provided by law. SECTION ;. The fact that public necessity and eo~enience requires that this Ordi nance be passed as an emergenct. measure for reasons set forth in the preamble hereof, the rule requiring that no Ordinanee shall be final~ passed on the day of i t s introduction be suspended, and this Ordinance is de- clared to be an emergency measure to take effect for and after its passage.
