SPEED LIMIT FRCM 6o MILES PER HOUR TO 50 MIIJS .PER HOUR ON THAT PORTION
OF TRE STREE'1'S DESCRIBED AS FOI.LCM3:
On the South side of Parkway Drive (u.s. S2) beginning 0.20 miles West of
Quirt Avenue and extending East 0.40 miles. _This is for East bound traffic only.
AUTHORIZING THE PlACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; ~OVIDING
FOR PUBLICATION; AND DEClARING AN EMERGENCY; AND PROVIDING FOR THE IFFBCTIVE
DA. TE OF TRIS ORDINANCE.
WHEREAS, the governing body, as authorized by Article 827a, Sec. S,
Vernon's Annotated Penal Code, finds that certain prima facie speed limits on
certain highways are different from what is -reasonable or safe and should be
altered and the~diat• preservation of public health and safety requires· im-
mediate alteration of said prima facie speed limits as hereafter eet forth, -·
which creates an emergency; NO'd' THEREFORE,
BE IT ORDAINED BY THE CITr COMMISSION OF THE CITI OF LUBBOCK:
SECTION 1. The prima facie speed li~t established by Article 827a,
Sec. 8, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed
for all vehicles to 50 miles per hour on the following designated highways
or street in the corporate limits of the City of Lubbock, Lubbock County,
Texas, to-wit:
On the South side of Parkway Drive (U.S. 82) beginning 0.20 miles
West of Quirt Avenue and extending East 0.40 miles. This is for East bo1.md
traffic only. . SECTION 2. The City Manager is authorized and directed to cause the
placing of signs so as to clearly define the limits of the prima facie areas
set out i n this Ordinance.
SECTION 3. An person, fi~ or corporation violating the prima facie
speed limit established by this Ordinance shall upon conviction be fined in
any sum not. toecceed TWO HUNDRED DOLlARS ($200 .. 00) and for subsequent viola ..
tions within one ye~r thereafter shall be prosecuted as prescribed for such
violations by Sec. 15 of Article 827a, Vernon's Annotated Penal Code.
SECTION 4. The City Secretary is authorized and directed to cause
the publication or the descriptive eaption of this Ordinance together with
the penalty provioion as an alternative method of publicat~on as provided by law.
SECTION 5. The fact that public necessity and co~enience requires
that this Ordinance be passed as an emergency measure for reasons set forth in
the preamble hereof, the rule requiring that no Ordinance shall be finally
passed on the day of its introduction be suspended, and this Ordinance is de-
clared to be an emergen~y measure to take effect for and after its passage.
