This is for East bound traffic only. ·o.t$"1) AUTHORIZING THE PlACING OF SPEED LIMIT SIGNS; PR!'.SCRIBING A PENALTY; PROVIDING FOR F'UBLICA.TION; AND DEClARING AN EMERGENCY; AND PROVIDING FOR THE EFFECTIVE DA.TE OF THIS ORDINANCE. ~S, the governing body, as authorized by Article S27a, Seco S, Vernon's Annotated Penal Code, finds that certain prim facie speed limits on certain highways are different from what is reasonable or safe and should be altered and the iizmediat• preservation of public health and safety requires im- mediate alteration of said prima facie ~peed limits as hereafter set forth, -· which creates an emergency; NOW THEREFORE, BE IT ORDt\INED BY THE CITY COMMISSION OF THE CITY OF IAJBBOCK: .. SECTION 1. The prima facie speed limit established by Article S27a, Sec. s, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed for all vehicles to 55 miles per hour on the following designated highways or street in the corporate limits of the City of Lubbock, Lubbock County, Texas , to-wit: On the South side of Parkway Drive (u.s. 82) beginning 0.10 miles West of Guava Avenue and extending East 0.30 miles. This is for East bound traffic only. SECTION 2. The City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in tnis Ordinanceo SECTION 3. An person, firm or corporation violating the prima facie speed limit established by this Ordinance shall upon conviction be fined in any sum not to srceed TWO HUNDRED DOLlARS ($200.00) and for subsequent viola .. tions within on~ year thereafter shall be prosecuted as prescribed for such violations by Seco 15 of Article S27a, Vernon's Annotated Penal Codeo ' SECTION 4. The City Secretary is authorized and directed to cause the publication ct the descriptive eaption of this Ordinance together with the penalty provision as an alternative method of publication as provided by Law. SECTION 5o The tact that public necessity and co~enience requires that this Ordinance be passed as an emergency_ measure for reasons set forth in the preamble hereof, the rule requiring that no Ordinance shall be finally passed on the day of' its introduction be suspended, and this Ordinance is de- clared to be an emergency measure to take effect for and after its passage.
