This is for East bound traffic onlf. _ · AUTHORIZING THE PI.ACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PROITIDING FOR PUBUCATION; AND DEClARING AN EMERGENCY; AND PROVIDING FOR THE BFFECTIVE DA. '1'E OF THIS ORDINANCE. ~S, the governing body, as authorized by Article S27a, See. S, Vernonia Annotated Penal Code, finds that certain prim facie speed limits on certain highways are different from what is-reasonable or safe and should be altered and tbe~diat• preservation of public health and safety requires·im- ~ediate alteration of said prima facie speed limits as hereafter set forth,-· which creates an emergency; NOW THEREFORE, BE IT ORDt\INED BY THE CITY COMMISSION OF THE CI'I'I OF LUBBOCK: .. SECTION 1. The prima facie speed limit established by Article 827a, Seeo 8, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed for all vehicles to 55 miles per hour on the following designated highways or street in the corporate limits of the City of' Lubbock, Lubbock County, Texas , to-wit: On the South side of Parkway Drive (U.S. 82) beginning 0.20 miles :East of Quirt Avenue and extending 0.697 miles. This is for Fast bound traffic only. SECTION 2o The City Manager is authorized and directed to cause the placing of s-igns so as to clearly define the limits of the prima facie areas set out in this Ordinance. SECTION 3. An person, firm or corporation violating the prima facie speed limit established by this Ordinance shall upon conviction be fined in any sum not toereeed TWO HUNDRED DOLlARS ($200.00) and for subsequent viola._ tions within one year thereafter shall be prosecuted as prescribed for sueh violations by See. 15 of' Article 827a, Vernon 's Annotated Penal Codeo SECTION 4. The City Secretary is authorized and directed to cause the publication ot the descriptive eaption of this Ordinance together with the penalty provieion as an alternative method of publication as provided by law. SECTION ;. The tact that pqblic necessity and convenience requires that this Ordinance be passed as an emergenet measure for reasons set forth in the preamble hereof', the rule requiring that no Ordinanee shall be final~ passed on the day of its introduction be suspended, and this Ordinance is de- clared to be an emergency measure to take effect for and after its passage.
