~S, the governing body, as authorized by Article S27a, Sec .. S,
Vernon's Annotated Penal Code, finds t~t certain prima facie speed limits on
certain highways are different from what is reasonable or safe and should be
altered and the ii:mediat• preservation of public health and safety requires· im-
mediate alteration of said prima facie speed l~its as hereafter set forth,-·
which creates an emergency; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
.. SECTION 1. The prima facie speed li¢t established by Article 827a,
Sec .. 8, Subsection 1 (b)~ Vernonvs Annotated Penal Code is altered and changed
for all vehicles to 4~ miles per hour on the following designated highways
or street in the corporate limits of the City of Lubbock, Lubbock County,
Texas, to-wit:
On the North side of Parkway Drive (u.s. 82) beginning 0.25
miles East of Guava Avenue and extending East 0.30 miles. This is for
'!~fest bound traffic only.
SECTION 2. The City Manager is authorized and directed to cause the
ptacing of signs so as to clearly define the limits of the prima facie areas
set out in tbis Ordinance.
SECTION 3. An person, firm or corporation violating the prima facie
speed limit established ~ this Ordinance shall upon conviction be fined in
aey sum not toeteeed TWO HUNDRED DOWRS ($200o00) and for subsequent viola ..
tions within one year thereafter shall be prosecuted as prescribed for sueh
violations by Sec. 15 of Article 827a, Vernon 's Annotated Penal Code.
SECTION 4. The City Secretary is authorized and directed to cause
the publication or the descriptive caption of this Ordinance together with
the penalty provieion as an alternative method of publication as provided by law.
SECTION ;. The fact that public necessity and eon.enience requires
that this Ordinance be passed as an emergency measure for reasons set forth in
the preamble hereof, the rule requiring that no Ordinanee shall be final~
passed on the day of its introduction be suspended, and this Ordinance is de-
clared to be an emergency measure to take effect for and after its passage.
