This is for East bound traffic only. AUTHORIZING THE PlACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PROVIDING FOR PO'BUCATION; AND DEClARING AN EMERGENCY; AND PROVIDING FOR THE EFFECTIVE Dl TE OF miS ORDINANCE. WHEREAS, the governing body, as authorized by Article 827a, Sec. 8, Vernon's Annotated Penal Code, finds that certain prima facie speed limits on certain highways are different from what is :reasonable or safe and should be altered and tbeimnediat• preservation of public health and safety requiresoim- mediate alteration of said prima facie speed limits as hereafter set forth,-0 whieh creates an emergency; NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: .. SECTION 1. The prima tacie speed li.J:nit established by Article trl7a, Sec. 8, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed for all vehicles to 40 miles per hour on the following designated highways or street in the corporate limits of the City of Lubbock, Lubbock County, Texas, to-wit: On the South side of FAst 50th Street beginning at the intersection of the old Slaton Highway and extending East for 0.30 miles. This is for East bound traffic only. SECTION 2. The City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance. SECTION 3. An person, firm or corporation violating the prima facie speed limit established by this Ordinance shall upon conviction be fined in any sum not. toe~tceed TWO HUNDRED DOLlARS ($200.00) and for subsequent viola .. tions within one year thereafter shall be prosecuted as prescribed for such violations b,y Sec. 15 of Article 827a, Vernon1s Annotated Penal Code. . SECTION 4. The City Secretary is authorized and directed to cause the publication of the descriptive eaption of this Ordinance together with the penalty provision as an alternative method of publication as provided by law. SECTION 5. The fact that public necessity and convenience requires that this Ordinance be passed as an emergency measure for reasons set forth in the preamble hereof, the rule requiring that no Ordinance shall be final~ passed on the day of its introduction be suspended, and this Ordinance is de- clared to be an emergency measure to take effect for and after its passage • /
