S, Vernon's Annotated Penal Code, finds that certain prima facie speed limits on certain highways are different from what is reasonable or safe and should be altered and the iilmediat:e preservation of public health and safety requires· im- mediate alteration of said prima facie speed limits as hereafter set forth, -· which creates an emergency; NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. The City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance. SECTION 3. An person, firm or corporation violating the prima facie speed limit established by this Ordinance shall upon conviction be fined in any sum no1; to ecceed TWO HUNDRED DOWRS ($200o00) and for subsequent viola .. tions within one year thereafter shall be prosecuted as prescribed for such violations by Seco 15 of Article 827a, Vernon1s Annotated Penal Code. SECTION 4. The City Secretar,y is authorized and directed to cause the publication or the descriptive eaption of this Ordinance together with the penalty provieion as an alternative method of publication as provided by law. SECTION 5. The fact that public necessity and conYenience requires that this Ordinance be passed as an emergency measure for reasons set forth in the preamble hereof, the rule requiring that no Ordinance shall be final~ passed on the day of its introduction be suspended, and this Ordinance is de- clared to be an emer~ency measure to take effect for and after ita passage.
