' WATER FROM ANY SOURCE STORED, DIS- CHARGED OR ALLOWED TO ACCUMULATE IN SUCH A MANNER AS TO BE A BREEDING PLACE FOR MOSQUITOES TO BE··.A: NUISANCE; DECLARING ANY CONDITION OR PLACE ALLOWED TO EXI:ST IN ~OPULOUS AREAS WHICH CON STITUTES A BREEDING PLACE FOR FLIES TO BE A NUISANCE; DECLARING AN EMERGENCY AND SETTING AN EFFECTIVE DATE FOR THIS ORDINANCE,. WHEREAS., the City Commission finds it necessary and expedient that breedin:r places of mosquitoes and flies within the City of Lubbock be eliminated, and that the immediate preservation of the public safety and protection of the public health create an emergency; NOW THEREFORE: BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. THAT Chapter 15, Article IIIl! of the "Code of Ordinances, City of Lubbock, Texas", BE and the same is hereby amended by the addition thereto o the following two Sections designated Sec. 15-16. 1 and Sec.; 15-16.2, which shall read as follows, to-wit: "Sec .. 15-16.1 Breeding Place for Mosquitoes,. Water from any source stored, discharged or allowed to accum.ulate in such a manner as to be a breeding place for mosquitoes is hereby declared to be a nuisance. Sec. 15-16. 2 Breeding place for Flies. Any condition or place allowed to exist in populous areas which constitute a breeding place i>r flies is hereby declared to be a nuisance. 11 , , SECTION 2,; THAT the immediate preservation of the public safety and pro- 1 tection of the public health created a public necessity requiring that this Ordinance be enacted as an emergency measure, the rule requiring ordinances to be read on two readings before final passage is hereby suspended and this Ordinance shall take effect immediately after its passage.
