-p~ MILES PER HOUR ON THAT PORTION OF THE STREETS DESCRIBED AS FOLLOWS:
On the North s i de and South side of 4~ Street (Sta te FM 2255)

to t he City limits .
AUTHORIZING THE PLACING OF SPEED LIMITS SIGNS; PRESCRIBING A PENALTY;
PROVIDING FOR PUBLICATION;'. AND DECLARING AN EMERGENCY; AND PROVIDING
FOR THE EFFECTIVE DATE OF THIS ORDINANCE.
WHEREAS, the governing body, aB authorized by Article 827a,
Sec. 8, Vernon's Annotated PenDl Code, finds that certai n prima facie
speed limits on certain highways ar e different fr•)m wha t is reasonable
or safe and should be altered a r.d t he immediate preservati on of public
health and safety requires immedia te alteration of said prima facie
speed limits as hereafter set forth , v;hich crea tes an em er ge t·cy;
NOW THEHEFORE ,
BE IT ORDAINED BY THE CITY COffi1ISSI0N OF THE CITY OF LUBBOCK:
SECTION 1. The prima facie speed limit esta blis hed by Arti-
cle 827a, Section 8, Subsection 1 (b), Vernon's Annota t ed Penal Code,
is altered and cha nged for alr-vehicles to &o---m-ilea per-hour on
the following designated highways or stre~ts ln the corporate limits
of the City of Lubbock, Lubbock County, Texas, to-wit:
On the Nor th s ide and South side of 4~ Street (State FM 2255 )
beginning at .2 mile West of Elgin Avenue and extendi ng West
to the City limi ts.
SECTION 2. The City Manager i s authorized and directed to
cause the placing of signs so a s t o clea rly define the limits of the
prima facie area s set out in this ordinance.
S~CTION 3. Any person , firm or corporation violating the
prima f acie speed limit established b this Ordinan~e shall upon con-
viction be f i ned i n any sum not t o exceed TWO HUNDRED DOLLARS($200.00 )
a nd for subsequent violations withi n one year thereafter shall be pro-
secuted as prescribed for such viola tions by Section 15 of Article
827a, Vernon 1 s Attnotated Penal Code o
SECTION 4. The City Secre t ary is authorized and directed t o
cause the publication of the descriptive caption of this Ordinance to-
gether with t he penalty provision as a n alternative me thod of publi-
cation as provi ded by lawo
SECTI ON 5o The f a ct that public necessity and convenience
requires tha t this Ordinance be passed as an eme r gency meusure for

reasons set forth in the preamble hereof, the rule r equiring that no
Ordinance shall be finally passed on the day of its introduction be
suspended, and this Ordinance is declared to b e an emergency measure
to take effect from and after its passage.
AND IT IS SO ORDERED.
