AUTHORIZING THE PLACING OF SPEED LIMITS SIGNS; PRESCRIBING A PE~ALTY; PROVIDING FOR PUBLICATION; AND DECLARING AN EMERGENCY; AND PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINA.NCE. The prima facie speed limit eslbblished by Arti- cle 827u1 Section 8, Subsection 1 (b), Vernon's Annotated Pe~al Code, is ~ltered and ch~nged for all vehicles to 20 miles per hour on the following designa ted highnays or stre ts in the corp orate limits of the City of Lubbock, Lubbock County, Texas , to-wit: On both sides of Flint Avenue beginning at Sixth Street a nd extending Southwes t for approximately 1100 feet. SECTION 2. The City Mana;er is authorized and directed t o cause the placing of signs so as t ~ cle~rly define the limits of the prima facie ureas set out in this ordinance. S~CTION 3. Any persor', firm or corvoration violating the prima facie speed li:~;it established b this Ordinan .:e shall upon con- viction be fined in an~· sum not to exceed T~'/0 HU.I\DRED DOLLARS($200.00) and for subsequent violations withi& one yeer t~ere~Iter shall be pro- secuted as prescribed for such violations by Section 15 of Article 827a, Vern~n's A:notated Penal Code. SECTION 4. The City s~cr&t.ry is a uthorized a nd directed tJ cause the publication of t~e descriptive caption of this Ordi~ance to- gether with the penu lty provisio~ as ~n alternative method of publi- cation ~s proviied by law. SECT10N 5. The f act that public necea&ity and convenience requires that this Ordinance be passed as an emergency me~~u ~e for reasons set forth in the preamble hereof, the rule r e qttl.rl.ng t hat no Ordinance shall be finally passed on the day of its introduction be suspended, and this Ordi nance is declared to be an emergency mea s ure to take effect from and afte.r its passage.
