AN ORDINANCE ESTABLISHING BUILDING LINES ON THE EAST AND
WEST SIDE OF AVEI:'lUE 11A 11 AT ITS INTERSECTION WITH 19TH STREET
AS MORE PARTICULARLY DESCRIBED IN THE BODY OF TffiS ORDINANCE;
ESTABLISHING BUILDING LINES ON THE NORTH AND SOUTH SIDE OF 19TH
STREET AT ITS INTERSECTION WITH AVENUE "A" AS MORE PARTICULARLY
DESCRIBED IN THE BODY OF THIS ORDINANCE; PROVIDING THAT NO t
BUILDING OR OTHER STRUCTURE SHALL HEREAFTER BE ERECTEDJ. RE-
ERECTED OR SUBSTANTIALLY REPAIRED BETWEEN SUCH BUILDING LINES,
REQUIRING EXISTING STRUCTURES ON OR BETWEEN THE BUILDING LINES
HEREIN ESTABLISHED TO CONFORM TO SUCH BUILDING LINES WITffiN
FIVE (5) YEARS; DEFINING BUILDING LINE AND PROVIDING THAT SETBACK I
REQUIREMENTS UNDER THE CITY1S ZONING ORDINANCE AND AMENDMENTS'
THERETO BE DETERMINED FROM THE BUILDING LINES HEREIN ESTABLISH 1
ED; PROVIDING EXCEPTIONS FOR UTILITY EXTENSIONS AND PUBLIC
IMPROVEMENTS; REPEALING ORDINANCE NO. 2269; AND PROVIDING A
SAVINGS CLAUSE.
WHEREAS, Article 1105a, Revised Civil Statutes of Texas provides for
the establishment of building lines on any part or side of any street in the City
of Lubbock, said City of Lubbock having a population of more than 15~ 000; and,
WHEREAS, the City Commission finds that public convenience., safety
and necessity in the City of Lubbock requires that building lines or rights of way
lines be established on the East and West side of Avenue "A" at its intersection
with 19th Street and the North and South side of 19th Street at its intersection
with A venue 11A 11 to prevent repair and replacement of structures and trees in
the area between the building lines so established1 such areas being required in
connection with widening, opening and improving that part of Avenue "A" and
19th Street more particularly hereinafter described in the body of this Ordinance;
and,
WHEREAS, the widening and improvement of said 19th Street and Avenue "A"
and the establishment of such building lines are necessary and will ultimately
provide streets of desirable and adequate width which will aid in relieving heavy A
traffic in congested areas in accordance with the City's comprehensive plan and t e
City Planning Commission has recommended such plan. The City Commission
further finds that such establishment at this time will promote economy; an d,
WHEREAS, changed conditions. require that a new building line be e stablishe
19th Street and on Avenue "A" at the places and locations designated in the
body of this Ordinance requiring the existing Ordinance 2269 to be repealed;
NOW THEREFORE,
BE IT ORDAINED ~y THE CITY COMMISSION OF THE CITY OF LUBBOCK:11
SECTION 1. THAT a building line is hereby established on the East and
West sides of Avenue 11A 11 at its intersection with 19th Street as hereinafter
described and within the corporate limits of the City of Lubbock, which East and
West building lines are more particularly described as follows, to-wit:
EAST SIDE OF AVENUE 't.A" AT 19TH STREET ------------~------
BEGINNING at a point in the present East Property Line of
Avenue "A". said point being 195.08 feet South and 141. 78feet
West of the Northeast corner of Section 7, Block B, Lubbock
County. Texas;
THENCE Northeasterly at an angle of 11° 181 36U from the present
East Property Line of Avenue 11A 11 a distance of 40.79 feet to a
point, said point being 8 feet East of said present East Property Line;
THENCE Northerly parallel to and 8 feet East of present East
Property Line of Avenue "A" a distance of 155. Z 1 feet to a point
in the North line of Section 7, Block B, having crossed the Fort
Worth and Denver Railroad property;
THENCE East along the South line of Section 1, Block 0, Lubbock
County, Texas, a distance of 2. 83 feet to a point;
THENCE North parallel to and 8 feet East of the present East
Property Line of Avenue 11A 11, Section 1, Block 0 a distance of
168.70 feet to a point;
THENCE Northwesterly at an angle of 11° 18' 3611 with the present
East line of Avenue 11Att a distance of 40. 79 feet to a point in the
present East Property Line of Avenue "A" having crossed the Fort
Worth and Denver Railroad Property, said point being 208.70 feet
North and 131.68 feet West of the Southeast corner of said Section 1,
Block o.

BEGINNING at a point in the present West Property Line of
Avenue A, said point being 192.31 feet South and 234.2 feet
West of the Northeast corner of Section 7, Block B, Lubbock
County, Texas;
THENCE North along the present West Property Line of Avenue ttAn
a distance of 192.31 feet to a point in the North line of said Section 7,
Block B and the South line of Section 1, Block 0, Lubbock County,
Texas;
THENCE East along the South line of said Section 1, Block 0, a
distance of 4. 52 feet to a point, said point being 229.68 feet West
of the Southeast corner of said Section 1, Block Q;
THENCE North parallel to and 8 feet West of the present West
Property Line of Avenue "Au, a distance of 171.87 feet to a point

of Lot 16, Block 237, Original Town of Lubbock, Texas, having
crossed Lots 13, 14 and 15 of said Block 237;

building lines are more particularly described as follows, to-wit:

North property line of 19th Street a distance of 29.12 feet to a
point in the present North property line of 19th Street, said point
being 48.2 feet North and 6. 75 feet West of the Southeast corner
of Section 1, Block o.
SECTION 2. THAT no building or other structure shall hereafter be
erected, re-erected or substantially repaired and no new structure or parts
thereof shall be erected on that part of the street or land herein designated
within said building lines hereinabove described.
SECTION 3. THAT all structures on or between the building lines establish
ed by this Ordinance or extending in whole or in part within such building lines
are hereby required to conform to the new building lines established in Section
One (1) of this Ordinance within five (5) years from the effective date of this
Ordinance.
SECTION 4. The term "Building Line11 as herein used shall be construed
to mean "street right of way line", and the setback requirements under the
City's Zoning Ordinance and all amendments thereto shall apply in addition to
the right of way lines or building lines herein established, it being the intent
and purpose of this Ordinance to preserve all land within the building lines
herein established for ultimate street purposes.
SECTION s. The provisions of this Ordina~ce shall not apply to any
officer, agent, employee or other person duly authorized by the State of Texas
and/or the City of Lubbock when performing any employment pursuant to the
widening, straightening or extension of the street and/ or the right-of-way
contemplated by this Ordinance or authorized utility extensions within the
right-of-way herein described.
SECTION 6. Building Line Ordinance No. 2269 is hereby repealed and
declared to be of no force and effect and the City Secretary is hereby instructed
to note in the margin of the Ordinance Book that such ordinance has been repeal-
ed by this Ordinance.
SECTION 7. If any section, paragraph, subdivision, clause, phrase or
provision of this Ordinance shall be judged invalid or held unconstitutional, the
same shall not affect the validity of the remainder of this Ordinance as a whole
or any part or provision thereof other than the part so decided to be invalid
or unconstitutional.
