SKILLS~ ABILITIES~. AND EXPERIENCE IN TRAINING., TOGETHER WITH THE NECESSARY QUALIFI- CATIONS FOR THE CLASSIFICATION OF "ASSISTANT FIRE CHIEF"; REPEALJ G SECTION 1 OF ORDINANCE NO. 171Z.,. BEING THE SAME AS ARTICLE 3"' SECTION 8-30 OF THE LUBBOCK CITY CODEa 1955,. AND REPEALING SECTIO l OF ORDINANCE 2376~ AND AMENDING SAME BY INSERTING IN LIEU THERE OF A PROVISION PROVIDING THAT THE NUMBER OF POSITIONS IN EACH CLASS SHALL BE SHOWN BY THE ANNUAL BUDGET OF THE CITY OF LUBB- OCK AND DECLARING AN EMERGENCY. WHEREAS, the Civil Service Commission on the recommendation of the Chief of the Fire Department and the Director of Civil Service, has made a careful study of the present classification of Assistant Fire Chief -in Charge of Operation and Assistant Fire Chief in Charge of Administration and has determined that these two classifications within the classified service of the Fire Del?artment should be reclassified and combined under the classification to be titled "Assistant Fire Chief"; an<4 WHEREAS, the Civil Service Commission on March 13, 1958, has submitted and recommends to the City Commission of the City of Lubbock that the .classification of Assistant Fire Chief -in Charge of Operation and Assistant Fire Chief in Charge of Administration be abolished and such positions be reclassified as the classification of 11Assistant Fire Chief"; and, WHEREAS, the Civil Service Commission, on the recommendation of the Chie~ of Police and the Director of Civil Service, has made a careful study with res- pect to the number of positions in each class within the Police Department and has found that the nwnber of positions in each class should be determined and shown in the annual budget. of this city; and, WHEREAS1 the Civil Servic e Commission on March 20, 1958, has submitted and recommends to the City Commission of the City of Lubbock that the authorized maximum number of positions for each classification as now shown in Ordinanc~ No. 157Z .which is the same as Article 3, Section 8-30 of the Lubbock City Code should be determined by the annual budget of the City of Lubbock; NOW THEREFORE: BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. THAT that part of Exhibit "B11 of Ordinance No. 894 pertaining to the classification of Assistant Fire Chief -in Charge of Operation and Assistant Fire Chief in Charge of Administration BE and the same is hereby repealed and the same is here by amended to read as more particUlarly shown by· Exhibit 11 B-1" attached hereto and made a part hereof. Such classification v specifications set forth in the amended Exhibit "B-111 are hereby declared to be the official statement of the distinguishing characteristics and examples of work and the desirable knowledge:~ skills, abilities and desirable exper- ience and training within the classification together with the necessary special qualifications for this classification. SECTION 2. THAT Section 1 of Ordinance No. 1712 BE and the same is hereby repealed and the same is amended to read as follows: 11The number of positions in each class shall be shown by the annual budget of thi a City. 11 SECTION 3. THAT Section 1 of Ordinance 2.376 BE and the same is hereby repealed. SECTION 4. It is hereby declared to be the specified intention of the City Commission that all ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed whether specifically herein enwnerated and referred to or not~ in order that all ordinances pertaining to this subject will be harmonized. SECTION 5. THAT present Civil Service personnel holding a position or positions within the classifications which are herein. converted and merged into the classification of "Assistant Fire Chie£11 shall be in no wise affected with respect to their vested rights within and to the new classification herein created# but shall be and are hereby made subject to the reclassifica- tion of such positions and shall7 from and after the passage of this ordinance, hold their position or positions within the classified positions herein adopted, subject to the orders,directions, and assignm.ents of the Chief of the Fire Department of the City of Lubbock. SECTION 6. The fact that this ordinance pertains to daily operations of the City's business creates an ·emergency requiring the suspension of all rules requiring more than one reading of an ordinance:~ and the same are hereby suspended, and this ordinance shall be effective upon the date of its passage.
