jl AN ORDINANCE AMEJ:<DING SECTION 18-105 OF THE LUBBOCK ClTl
CODE; ADDING A PARAGRAPH AT THE END OF SECTION 18-108 OF THE
LUBBOCK CITY CODE AND ADDING A PARAGRAPH TO SECTION 18-109
OF THE LUBBOCK CITY CODE SO AS TO ALLOW THE INSTALLATION OF
TWO-HOUR PARKING METERS IN PARKING METER ZONES OF THE CITY .
OF LUBBOCK AND TO AUTHORIZE THE CITY MANAGER OR THE TRAFFIC
ENGINEER AT HIS DIRECTION, TO INSTALL PARKING METERS IN ESTA-
BUSHED PARKING METER ZONES AND TO DETERMINE THE TIME LIMIT
FOR PARKING PURPOSES WHICH SHALL BE PLACED ON SAID METERS;
PRESCRIBING A PENALTY; AND PROVIDING FOR THE PUBLICATION AND
EFFECTIVE DATE OF THIS ORDINANCE.
WHEREAS, the City Commission finds that due 1D changed traffic
conditions that two-hour parking .should be allowed in certain established
parking meter zones; and,
WHEREAS, the City Commission further finds that the City Manager,
or the Traffic Engineer, at his direction, should be authorized to determine
the time limit to be placed upon parking meters existing in an established
parking meter zone; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. THAT Section 18-·105 of the Lubbock City Code be amenc
to read hereafter as follows:
"Sec. 18-105. Hours of operation; maximum parking time permit
When parking meter spaces are indicated by IIE1al markers
upon the surface of the streets in the parking meter zones
and when parking meters are installed adjacent to or adjoining
such respective parking spaces, no vehicle shall remain parked
within any spaces within any zone for a longer continuous period
than one hundred twenty minutes at any time between the hours
of 8:00 A. M. and 5:00 P. M. on any day. except Sundays and
holidays officially designated by the city commission; provided,
however, that in any parking meter zone wherein the time limit
designated for such parking zone is a period of time less than
one hundred twenty minutes, such lesser time shall be the
legal limit of time which a vehicle may be parked continuously
in such parking space. 11
SECTION z. THAT a paragraph be added at the end of Section 18-10
of the Lubbock City Code which shall read as follows:
uparking mete rs in two-hour parking meter zones shall be
so .situated as to display a signal showing legal parking within
the adjacent parking space, upon the deposit in such meter of
a five-cent coin of the United Statesof America for one-hour
parking in said two-hour zone, or upon the depoBit of two (Z)
five-cent coins of the United States of America for two hour
parking in said two-hour zones. Each meter shall, by a
mechanical device, begin and continue in operation from the
time of the deposit of such five cent coin or coins therein
until the expiration of the sixty-minute or one hundred twenty
minute parking period. Each meter shall be so mechanically
adjusted and arranged that upon the expiration of the sixty-
minute parking limit or the one hundred twenty parking limit
for such parking space, that such meter shall indicate by a
proper signal that the lawful parking for such parking space
adjacent to such meter has expired. The City Manager, or at
his direction, the Ci ty Traffic Engineer, is hereby authorize d
to designate and establish the limit to be placed on any parking
meter which is installed and located in a parking meter zone
as established by the City Commission. u
SECTION 3. THAT a paragraph be added to Section 18-109 of the Lub~oc
C ity Code which shall read as follows:
n When any vehicle shall be parked in a parking space along-
side of, adjacent to or adjoining a two-hour parking meter, '
the owner~ operator, manager or driver of such vehicle shall,
upon entering such parking space, immediately deposit two (2}
five-cent coins of the United States of America in the parking
meter along,side of, adjacent to or adjoining such parking space
and such parking space may then be lawfully used by such vehicle
for the purpose of parking during the parking limit of one hundred
twenty minutes, provided, however, that a five-cent coin may
be deposited in such meter and the person depositing such coin
shall be limited in lawful parking time to not more than -sixty
minutes. '1
SECTION 4. Any person, firm or corporation violating any provision
of this Ordinance shall upon conviction be fined in any sum not to exceed $ZOO. 00.
SECTION S. The City Secretary is hereby authorized and directed
to cause the publication of this Ordinance in a newspaper regularly published
in the City of Lubbock once a week for two consecutive weeks, and this
Ordinance shall become effective ten (1 0) days after its last publication.
