'{ I· WHEREAS, the City Commission finds it would be to the public interest, safety
health and general welfare that certain amendments, revisions, and/or additions jl

of the Lubbock City Code of 1955 (being the Electrical Code of the City of Lubbock) I as follows:
J j l. Amend certain definitions contained in Section 11-6 to read hereafter as follow
I "The term 'Master Electrician' as used herein is meant to designate any per-
son who has received a lCertificate of Qualification of Master Electrician t from
the City oi Lubbock in accordance with the provisions of this ordinance."
"The term 1Journeyman Electrician' as used herein is meant to designate any
person who has received a 1Certi£icate of Qualification of Journeyman Electricianr
from the City of Lubbock in accordance with the provisions of this ordinance."
"The term 'Master Sign Electricianr as used herein is meant to designate any
person who has rec~ived a rcertificate of Qualification of Master Sign Electrician!
from the City of Lubbock in accordance with the provision,s of this ordinance. 11
11 The term !Maintenance Electrician' as used herein is meant to designate any
person who has recE1_ived a · 1Main.tenance Electrician License' from the City of
Lubbock in accordan'ce with the provisions of this ordinance. 11
~ 2. Add a new definition to Section 11-6 to read as follows:
trThe ;erm 'Direct Supervision' as used herein is meant to designate super-
vision/~ork by a supervisor, who shall be either a licensed Journeyman Electri-
cain or a licensed Master Electrician, who shall be available at the jobsite or
installation at all times any electrical work is in progress. n
3. Amend Section 11-17 of the Lubbock City Code to read hereafter as follows:
11 11-17. Same -Composition; appointment; terms
The Board of Electrical Examiners shall consist of ten ()10) members. The
following persons shall serve as e:z: officio members of the board during the terms
of their respective offices~ but they shall not be entitled to a vote: The city
electrical inspector. the superintendent of municipal power and light, or his
assistant, and the division superintendent of the Southwestern Public Service

of the division in which the city is locate~ or his assistant, whose appointment
has been approved by such company. The remaining seven (7) members shall be
appointed by the City Commission and they shall include two licensed and active
master electricians or one licensed and active master electrician, and one
licensed and active journeyman electrician; and three persons~ not electricians.
and not actively engaged in the trade as sue~ who shall be familiar with building
or electrical construction; and two other suitable persons. These seven (7)
members shall hold their office for a term of three years or until their succes-
sors are appointed, except that the members first appointed shall hold their
offices for the terms ending January 1~ 1956, January 1, 19577 and January l:a.
1958, respectively~ the term of each to be determined by lot7 except that the
ma~ter electrician and journeyman electrician shall not retire the same year;
and their successors shall hold office· for three (3) years or until their succes-
sors are appointed,' and no such member shall succeed himself in office after his
term has expired. 11
4. Amend Section 11-31 of the Lubbock Ci ty Code to read hereafter as follows:
11Sec. 11-31. Emergency Work Should an emergency make it necessary for
a person holding a license under this section of the ordinance to go beyond the
limits of the privileges of his license as stated in Section 11-79 hereof, such
person shall be held responsible for having a permit issued within 48 hours to
a Master Electrician to do whatever work is necessary to provide a proper in-
stallation under this ordinance of such work performed in an emergency. 11
5. Amend Section 11-42 of the Lubbock City Code to read hereafter as follows:

If additional circuit is required to accommodate outlets, inspection fee same
as for new work will be charged.
When more than one re-inspection is required then a re-inspection fee of
$2.00 for each re-inspection will be charged. If the owner is doing his own
work, inspection fee is payable in advance. Master electrician shall pay such
re-inspection fee before job is released." .
6. Amend Section 11-43 of the Lubbock City Code to read hereafter as follows:

In addition to the stipulated fee for motors, there shall be an inspection
fee of five dollars for each passenger elevator and escalator, and three
dollars for each freight elevator. Permits for elevator and escalator
installation shall be taken out and paid for by a Master Electrician." -
7. Amend Section ll-50 of the Lubbock City Code to read hereafter as follows:

8. Add a new Subdivision to the Lubbock City Code to be designated Subdivision
11-50. 1 which shall read as follows:

9. Amend Section 11-53 of the Lubbock C~ty Code to read hereafter as follows:
11 11-53. Veteran's Renewal License -A licensed Journeyman Electrician,
Master ElectrTcian, or Master ~ignElectrician, returning from service in the
Armed Forces, who held a valid license in the City of Lubbock at the time of
entering the service, shall be issued a renewal license without fee. 11
10. Amend Section 11-65 to read hereafter as follows:
"11. 65 Issuance of Certificate -The Examining Board shall issue to each
successfulappliCantacertifica1e of qualification, certifying that the applicant

has been found competent as a Master Electrician, Journeyman Eledrician
or Master ·Sigh Electrician, as the case tnay be, which shall entitle him
to a license ta carry on such work in the City of Lubbock. The certificate
of qualification shall be. carried on the person while engaged in electrical
work.11
11. Add a new Subdivision to the Lubbock City Code to be designated Subdivision
11-65. 1 which shall read as follows:
"11-65.1. !,~mporary_world.n~ermit
Upon presentation of sufficient evidence of competence to the electrica~
inspector, an applicant may be granted a temporary working permit to do
the work of a Master Electrician, a Master Sign Electrician, a Mainten•
ance Electrician, or repair and/or installation service electrician after
said applicant has paid the fee usually charged for a regular license and
furnished a satisfactory bond in compliance with this Chapter• Such
ten1porary working permit shall be good only from the date issued to the
date of the next _::,_ ~ .~· meeting of the Board of Electrical Examiners
and cannot be extended or reissued without written approval of the .Board.
While in effect such temporary working permit shall carry the sazne
privilege as a license. 11
12. Axnend Section 11-66 to read hereafter as follows:
"11-66. Certificate is Personal -The Certificatesof Qualification
referred to in Section I 1-65 hereof are personal only to examinee, and are
not in any manner transferable. n
13. Add a new Subdivision to be designated Subdivision 11-66.1 of the Lubbock
City Code which shall read as follows:
· '11 11-66.1 ~evo~~n !.~-~.P.~~io~ -The Board of Electrical Examiners
s-hall have the powerTo revoke or suspend a Certificate of Qualification for
proper cause as hereafter provided in this Subdivision. Any certificate may
be suspended, for a period not to exceed six (6) months, or may be revoked
by the Board of Electrical Examiners for any violation of this Ordinance by
such certificate holder. Suspension or revocation shall be only after wri1fen
charges have been filed and a hearing has been held. The charges shall be filed
with the Board of Electrical Examiners by the complaining person and a copy
of said charges along with a notice of such he·aring shall be served on the certifi-
cate holder by the Board through its Secretary at least ten (10) days prior to
such hearing. The certificate holder may appear and shall have an opportunity
to be heard. Any aggrieved person may appeal the decision of the Board of
Electrical Examiners to the City Commission by filing a written notice of such
intentions with the City Secretary within ten (1 0) days after the written decision
of the Board of Electrical Examiners has been served on the certificate holder.
The City Commission may affirm. modify or vacate such findings. Whenever a
certificate is revoked, no certificate or permit shall be issued until the person
shall apply for and successfully qualify for a certificate of qualifications as
set forth in Sections 11-61 and 11-65 hereof."
14. Add a new Subdivision to be designated 11-66. 1-1 of the Lubbock City Code
which shall read as follows:

11 11-66. 1-1 Revocation of License -Revocation or suspensiQn of a
certificate of qualilrca"iionunder the conditions of Subdivision 11-66. 1 hereof
automatically revokes or suspends the license of that person. n'
5. Add a new Subdirision to be designated Subi:lilri.sion 11-66. 2 of the Lubbock
ity Code which shall read as follows:

another city, an app ci"nttor certi1i.cate of qualification of Journeyman
Electrician may be granted a temporary license until the next meeting of
the Board of Electrical Examiners, providing he has paid an application fee
as. stated in Section 11-63. n
6. Add a new Subdivision to be designated 11-66.,3 of the Lubl;>ock City Code
hich shall read as follows: ·
"11-66. 3 Experience Required -Each applicant for certificate of
qu.alification of Journeyriii"n-:EieC'trician, Master Electrician, or Master Sign
Electrician, must be able to show two (2.) years experience, or equ.ivalent
in the electrical construction field, including but not limited to recognized
schools or training in electricity."
17. Amend Section 11-70 of the Lubbock City Code to read hereafter as follows:
·~11-70 .• When licensed master or master sisn, electrician must be

or corporation engaged in the work of installing, erecting or altering material,
wiring, fixtures or other apparatus to be used for the utilization of electricity
for light, heat and power shall at all times have in their employ a licensed
Master Electrician, and. no such person, firm, association, co-partnership
or corporation shall employ any person other than a person licensed under
this Ordinance to perform such work aforesaid, except that apprentices shall
be allowed to work under the direct-supervision of a licensed electrician.
Such licensed electrician shall remain at the job site or installation and check
each job after completion before anyone calls the electrical inspectors office
for an inspection.
Every person engaged in the work of installing, erecting or altering
electric signs or. making neon installations shall, .at all times, have in his
employ a licensed Master Sign Electrician to do such work.
Apprentice Electricians shall be registered with the Electrical Inspector;.
Each shall carry a card issued by the Electrical Inspector showing his
employer and all changes of employment. A minimum fee of $1.00 per year
will be charged for the .~Said card."
18. Amend Section 11-72 of the Lubbock City Code to read hereafter as follows:
ttll-72.,. Re~uired-Except as otherwise provided herein, no person ·
shall undertake to connect or disconnect any electrical apparatus, equipment
or the like, to or from any electrical wiring regulated by this Ordinance, until

such person has been granted a Repair and/or Installation Service License,
and all repairs to such apparatus and equipment shall be made under such a
licensee's supervision. As us.ed herein, the words 'connect and disconnect'
shall not be construed to include the plugging or unpluggin_g of a st~ndard
p.lug in or from a proper outlet for said plug."
19. Amend Section 11-77 of the Lubbock City Code to read hereafter as follows:
"11-:77. Bond -No ~erson, partnership, firm or corporation shall
engage in the repaJ.r andf or installation of electrical apparatus, or
elevator and escalator installations and/or repair, equipment or the
like until such person, partnership, firm or corporation has made,
executed and delivered to the City Clerk a surety bond in the amount of
One Thousand Dollars ($1000. OO)pyable to the City of Lubbock. Said
surety bond shall be with a recognized and reliable surety company
author~zed to do business in the State of Texas and shall cover compli-
ance with all provisions and requirements of applicable laws of the
State of Texas and ordinances of the City of Lubbock covering electrical
work. Said bond shall also hold the City of Lubbock free of damage
or loss of every nature for the act or neglect of the principal of said
bond, its agents or employees, and shall guarantee compliance with
this Ordinance of all electrical work performed by the Principal,' his
agents or employees. All bonds shall be for a period expiring at mid-
rtight oJ December 31 of the current calendar year."
ZO. Amend Section 11-78 of the Lubbock City Code to read hereafter as follows:

of Electncal Cxammers sli"atrquaiify an applicant for a bcense under
this section; said license to be issued to the applicant by the Electrical
Inspector. This license shall be carried on the pereon of the licensee
at all times he is engaged in electrical work.11
Z1. Amend Section 11-79 of the Lubbock City Code to read hereafter as follows:
11 11-79. Scope -A repair and/or ln$tallation Service License grants
no privilege beyond the right to repair or install electrical apparatus
and equipment in strict cohformity with this Ordinance, and to dis-
connect or connect the same at an approved outlet. In cases where
electric motors have a separate starter box the limit of the privilege
under this license terminates with the connection of the starter to
the wiring system. A Repair and/or Installation Service License does
not permit the changing, extending, installing, or repairing of any
part of <Wiring systems. Persons engaged in elevator and/or escalator
installation and/or repair are hereby required to have a repair and/or
installation service license and shall post a bond as required for a
repair and/or installation service licenseeand be under the same
regulations which govern repair and/or installation licensees as
specifically set forth in Sections 11-31 and ll-7Z through 11-79.1
inclusive of the Lubbock City Code.
(1) Licensed Journeyman Electricians or Master Electricians
shall install 110 volt car lights for illumination, fans and all
equipment on line side of controller.
(Z) Elevator mechanics or installers will install control wiring
and it will be his responsibility.''

2.2.. Add a new Subdivision to be designated Subdivision 11-79.1 of the Lubbock
City Code which shall read a~ follows:

and/or Installation ervice License and engaged 1n electr1cal work
permitted by said license shall work only for such employer who posses-
ses a bond under the provisions of Section 11• 77 hereof. Any person
found guilty of violating the provisions of this Ordinance shall have his
license revoked."
2.3~ Amend Section 11-80 of the Lubbock City Code to read hereafter as follows:

herein contained shaiib'e construedto prevent an owner from doing
electrical work in a building owned and occupied or to be occupied by
him as his home, if the following conditions exist:
,(1} The building is a single-family residence.
(2.) Any assistance rendered the owner be rendered solely by a
Master Electrician.
(3} The owner is able to read, understand and follow such written
electrical instructions as may be furnished him by the electrical
inspector, and further promises in writing to the electrical inspector
to so do."
Z4. Add a new paragraph at the end of Section 11-81 of the Lubbock City Code
which shall read as follows:
"In office or commercial installations, the number of outlets shall be not
less than one for every twelve (12.} linear feet of wall or major fraction thereof
measured at the floor line, and the loading on these outlets shall be computed
at a minimum of one and one-half (1 1/Z) amperes per outlet. Armories,
Auditorium:;, schools, churches, hospitals and v.arehouses are excepted· fr.om
this provision. n
2.5. Amend Section 11-82.-of the Lubbock City Code to read hereafter as follows:
"11·82. R~ui--!e!!l~n~ in.!_!!:_Zone.!-Wir~~ -All wiring installed in
Fire Zones No. I, Z, and3 Siia1'r6e in rTgiCI metallic conduit, metal tubes,
approved metal raceways or approved multioutlet assemblies; except that in
Fire Zone No. 3, single-family residences and out-buildings on same premises,
duplexes and apartments of not more than four families, and dormito~es and
rooming houses with not more. than six rooms for sleeping accommodations; may
be wired with knob arid tube or non-metallic sheathed cable as a minimum requi-
rement. Provided however that if any part of a residence is used for a beauty
shop, home laundry, or other commercial purpose, the entire building shall be
classified as a business premises, and shall be wired in .accordance with the
requirements for such business. Convalescent homes and children day nurserie
requiring a state license in any fire· zone shall be wired in rigid conduit, thin
wall conduit or approved metal raceway. Any residence or other building con-
verted to convalescent home or children day nursery shall be brought to this
standard."
Z6. Amend Section 11•8l of the Lubbock City Code to read hereafter as follows:

~ (a) Low voltage system to be used to operate any mechanical system~ air-
conditi oning uni~ central heating unit~ etc. shall be installed by licensed
electrician. This Subsection is not construed to include sel£-generated control
systems.
(b) All central heating equipment shall be on a separate circuit with a means
of disconnecting said equipment to be installed in the equipment room. Overload
protection shall conform w ith the NEC~ NBFU No. 10, and s,hall be closely
coordinated with the motor rating. All electric wiring or cable shall clear all
duct or ducts by a minimum. of three inches.
(c) All low voltage transformers such as may be used for door bells, floor
furnaces, etc. shall be on a circuit other than appliance circuit and shall be
installed in a convenient and readily accessible place. 11
Z7. Add two paragraphs at the end of Section 11-85 of the Lubbock City Code
which shall read as follows:
If Common ground shall be brought to an acce ssible point in the building and
connected to the water system on the cold water side at one point oply.
Renewable link cartridge fuses shall not be used. One time fuse s with time
delay characteristics are the only type fuses permitted. 11
Z8. Amend Section 11-89 of the Lubbock City Code to read hereafter as follows:
11 11-89. Meter Installation -Each meter socket installation shall be on
the outside of the building, residence or other structures and shall be monnted
n ot more than eight (8) feet nor less than six (6) feet above the level of the stand
ing spaceJ except in alleys in commercial and industrial areas, where meters
shall not be less than ten (10) feet nor more than twelve (lZ) feet above the
ground.11
Z 9. Add a new Subd.i vision to the Lubbock City Code to be de signated Subdi vi sio
11-89. 1 which shall read as follows:
\ 11 11-89. 1. Moved Buildings -When a residence or building is moved from o e
location to another within the city limits or into the city limits, the wiring of
such building shall be made to comply wHh the provisions of this Electrical
Ordinance. 11
30. Amend Section 11-90 of the Lubbock City Code to read hereafter as follow
~ 11 11-90. Entrance Service Conductors -All entrance service conductors
supplying other than a dwelling shall be enclosed in rigid galvanized conduit
without pULL box or fitting except sealed fittingss or shall be installed in under
writers approved wireways. n
31. Add a new Subdivision to the Lubbock City Code to be designated Subdiv isio
11-90. 1 which shall read as follows:

I I ~ u 11-90. 1. Service Entrance -The point of service entrance on a residence
or building shall be on the rear of the building (alley side) unless special permis-
sion to do otherwise is granted by the Electrical Inspector. rt
32.. .Amend Section 11-92. of the Lubbock City Code to read hereafter as follo"!Vs:
11 11-92.. Same -Installation by Public Utility -(a) For service entrances
where the electrical load. to be connected requires a main panel or main panels
with a rated capacity of 200 amperes or less; or which has service entrance
cable~ to serve this loa~ of 4/0 copper conductor or less; the load will be
metered by a self-contained device, and the customer will furnish the meter
base or meter trough.
(b) For service entrances where the electrical load to be connected requires
a main panel or main panels rated over two hWldred (2.00) amperes in capacity;~
and also requires a conductor larger than 4/0 copper~ the load will be metered
by an instrwnent device, and the power company will furnish all metering equip-
ment. The customer in this case will be required only to bring the service
entrance conductors to the rear of the building in accordance with the Electrical
Ordinance. In case of dispute the Electrical Inspector shall be the arbitrating
authority. 11
33. Amend Section 11-99 .of the Lubbock City Code to read hereafter as follows:
n 11-99. Signal Wire Near Light or Power Wire -No bell wire or other
signal wire shall be run so as to come in contact with or nearer than five (5)
inches to any light or power wire,. unless such light or power wire is protected
by porcelain tubes, flexible tubing, non-metallic sheathed cable, metal armor or
conduit. n
34. .Amend Subsection (i) of Section 11-107 of the Lubbock City Code to read
hereafter as follows:

35. .Amend Section 11-131 of the Lubbock City Code to read hereafter as
follows:
"11-131. Circuit and Transformer Limits -
.\ (a) Primary circuit for neon transformer shall not have more than 1320 r
watts connected lo:a for #/12. AWG wire.

36. Add a new section to Chapter 11 of the Lubbock City Code to be designated
Section 11-133 which shall read as follows:
1111-133. Emergency Systems
(a) Article 700 of NEG shall apply and be legal requirement for emergency
systems.
(b) Emergency system shall provide power for such functions as essential
illumination~ power for refrigeration, mechanical breathing apparatus.,
ventilation when necessary to maintain life, hospital operating rooms, fire pum
industrial processes when c urrent interruption would produce serious hazards. '1

PENALTY -That any person, firm, or corporation violating any provision of
this ordinance shall upon conviction be fined in any sum not to exceed TWO

the Commission your Electri~al Board of Examiners would like to
request your further consideration of three items presently in-
cluded in this Ordinance. These items are:

Under Item 5, Page 2, is the following: ~

We hope the word "each" is a typographical error and
is deleted. ~~
·~~~~~ 11·65.1 on Page 4, contaiQ.s in the eighth line the S
words ''next regular meeting of the board". It would
be helpful if the word "resukar" were deleted. This
would be in conformity with 11-66.2 on Page 5, which
simply says "next meeting11 •
