AN ORDINANCE PROl-UBITING AND MA:KING IT UNLAWFUL FOR ANY
PERSON TO PARK OR LEAVE STANDING ANY VEl-UCLE IN OR ON ANY
GRASSED AND LANDSCAPED AREA ABUTTING AND ADJACENT TO THE
AUDITORIUM-COUSEUM OF THE CITY OF LUBBOCK; ESTABUSID.NG NO
PARKING ZONES IN SUCH AREA; AUTHORIZING THE IMPOUNDING OF SUCH
VEID.CLES WinCH MAY BE ILLEGALLY PARKED IN SUCH AREA; AND
AUTHORIZING THE PAINTING AND ERECTION OF SIGNS DESIGNATING SUCH
AREAS; PROVIDING A PENALTY; AUTHORIZING THE PUBLICATION OF THIS
ORDINANCE AND DECLARING AN EMERGENCY.
WHEREAS, in the interest of public safety, to prevent traffic congestion
and to preserve public property; all creating a public hazard which requires
that no vehicle shall be parked or left standing, whether attended or unattended
in or on any grassed and landscaped area abutting and adjacent to the Auditorium-
Coliseum in the City of Lubbock; THEREFORE,
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. No person shall park or leave standing any vehicle, whether
attended or unattended in or upon any grassed and landscaped area adjacent
and abutting the Auditorium-Coliseum of the City of Lubbock and it shall
hereafter be unlawful for any person, having registered in his name or owning
or operating or having in charge or under his control to allow,permit or suffer
such vehicle to be parked or left standing, whether attended or unattended on
1 any part or portion of the grassed and landscaped area abutting and adjacent
to said Auditorium-Coliseum and such area or areas are hereby designated to
be and constitute a No-Parking Zone.
SECTION 2. Any vehicle parked or left standing in the No-Parking Zone
herein established and designated is hereby declared to be illegally parked
and the same shall constitute a trespass upon public property and same will
be subject to Section 18-102 of the Lubbock City Code and same will be subject
to be impounded in accordance with the terms therein provided •.
SECTION 3. That the Traffic Engineer is hereby authorized and directed
to paint, or cause to be painted the curbs and to erect signs indicating a No-
Parking Zone consistent with the provisions of this Ordinance.
SECTION 4. Any person who shall suffer or permit any vehicle,registered
in his name or owned or operated or having in charge or in control any vehicle,
to be parked or left standing in violation of the terms of this Ordinance shall,
upon conviction, b~ fined in_any sum not less than TWENTY-FIVE ($25. 00)
DOLLARS and not exceeding TWO HUNDRED ($200. 00) DOLLARS.
SECTION 4. That the City Secretary is hereby authorized to cause publication
of the descriptive caption of this Ordinance, together with the penalty clause,
as an alternative method provided by law.
SECTION 5. That the enactment of this Ordinance, being necessary to the
public safety and the protection of public property and to provide for the public
safety and the preservation of such public property, there is declared to be an
emergency measure thereby creating a public necessity that the rule requiring
proposed ordinances to be presented at two separate readings be dispensed with
and this Ordinance shall be effective from the date of publication as hereinprovide, •
