quiring proposed ordinances to be presented at two (Z) separate com•
mission meetings be dispensed with; and this o.rdinanc:e shall be effec-

AN ORDINANCE GALLING A SPECIAL ELECTION IN THE CITY OF
LUBBOCK. TEXA.Se PURSUANT TO SECTIONS 5 AND 16 (a) OF THE URBAN
RENEWAL LAW OF TEXAS; PROVIDING FOR THE FORM OF NOTICE
THEREOF AND OF BALLOT FOR USE IN SAID ELECTION;AND DECLARING
AN EMERGENCY AND PRESCRIBING THE EFFECTIVE DATE OF THIS
ORDINANCE.
WHEREAS, pursuant to a Resolution duly adopted on the 2Znd day of
Augus~ 1957, and a notice duly published in the August Z5, 1957 and September
1, 1957 issues of the Lubbock Avalanche-Journal:. in the City of Lubbock,.
Lubbock County, Texas (the official newspaper of the Ci._ty of Lubbock) in
accordance with said Resolutio~ the City Commissfon Ol the City of Lubbock,
Texas, on the Z5th day of October, 1957., at 9t00 A. M. C. S. T. met at
City Hall in Lubbock, Texas and held a public hearing on the question of
whethe.r or not said City Commission will order an election, as required by
the urban renewal law of the State of Texas, to determine if the City Com--
mission should adopt a certain resolution under said urban renewalla)V1 sub-./ ~ stantially in the form set forth in the form of notice contained in Section 4 .-
hereof; an~
WHEREAS, after due consideration of said questions and of the matters
presented at said public heari.ng, the City Commission has determined to
call said election; an~
WHER.EAS, shun and/ or blight conditions exist in various areas of the
City of Lubbock which inunediately imperil the public peace, property;t health,
and safety which creates an emergency; NOW• THEREFORE,.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. THAT In accordance with the provisions of the Urban Renew-
al Law of the State of Texas, including, particularly, Section 5 and 16 (a) thereof
a special election within the corporate limits of the City of Lubbock,. Texas, is
hereby ordered to be held on the 26th day of NoveJnber, 1957, to determine
whether the City Commission should adopt a resolution substantially in the
form set forth in the form of notice contained in Section 4 hereof, -
SECTION 2. Only legally qualified voters residing within the corporate
limits of the City of Lubbock,. owni1ng taxable property within said corporate
limits who have duly rendered such property for taxation. shall be entitled to
vote at said election.
SECTION 3. Except as otherwise provided herein. said election shall be
held and conducted during the hours and in the manner, and the ballots cast
shall be canvassed and the returns made and the results declare~ all sub-
stantially a.s required by the applicable provisions of the Constitution and laws
