IO-\.9 S 1 AN ORDINANCE AMENDING CHAPTER 18, ARTICLE VI OF THE LUBBOCK CITY CODE BY AMENDING SECTION 18-82 SO AS TO ADD SECTIONS 18-82.8 AND 18-82.. 9 DECLARING OFF-STREET PARKING AREAS TO BE PUBLIC PlACES WHEN OPEN TO THE PUBLIC; REGUlATING THE SPEED AND OPERATION OF MOTOR VEHICLES THEREON; DECLARING SPEEDS IN EXCES OF~ MILES PER HOUR TO CONSTITUTE A NUISANCE; AND PROVIDING A PENALTY; DECLARING SPEEDS IN EXCESS OF .20 MILES PER HOUR ON OFF STREET PARKING AREAS A MISDEMEANOR; ANG PROVIDING A PENALTY. WHEREAS, the City of Lubbock has several large off-street parking areas on both public and private property and sundry persons operating motor vehicles resort to and congregate in such areas for the purpose of speeding and otherwise recklessly ope rating vehicles, all of which endangers the welfare. life, limb and personal safety of inhabitants of the City of Lubbock lawfully within said areas, all of which are open to the public, and the City Commission finds that in order to promote the public safety in such areas, it is necessary to regulate the operation of motor vehicles therein; NOW. THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION I. THAT Chapter 18, Article VI, Section 18-82 of the Lubbock City Code BE and the same is hereby amended by adding Section 18-82.8 which shall read as follows: 11 Section 18-82.. 8 All off-street parking areas within the corporate limits of the City of Lubbock, open to the public, such as but not limited to: Such areas an4 access drives and aisles adjacent to the City of Lubbock Auditorium- Coliseum, adjacent to Texas Technological College Football Stadium, and adjacent to or constituting a part of shopping centers, wherever locate within the corporate limits of the City of Lubbock, are hereby declared to be public places commonly resorted to by inhabitants of the City of Lubboc and the use of such areas by operators of motor vehicles at speeds exceedi g 20 miles per hour constitute a nuisance dangerous to inhabitants of the City of Lubbock and whoever shall operate a motor vehicles in any such area in excess of ..2D miles per hour shall be guilty of maintaining a nuisan and upon conviction shall be fined in any sum not exceed $200. oo.•• SECTION 2. THAT Chapter 18, Article VI, Section 18-82 of the Lubbock City Code BE and the same is hereby amended b y adding Section 18-82.9 which shall read as follows: "Section 18-82.. 9 No person shall drive a motor vehicle on any off-street parking area open to the public within the corporate limits of the City of Lubbock at a • :r speed exceeding 20 miles per hour. Any person who violates any provision of this section shall be guilty of a misdemeanor and upon conviction shall be fined in any amount not to exceed $ZOO. 00. 11 AND IT IS SO ORDERED.
