AN ORDINANCE ESTABLISHING BUILDING LINES oJ T EAST AND
WEST SIDE OF AVENUE "A'1 AT ITS INTERSECTION WITH 19th STREET,
AS MORE PARTICULARLY DESCRIBED IN THE BODY OF THIS ORDINANCE!
ESTABLISHING BUILDING LINES ON THE NORTH AND SOUTH SIDE OF 19th
STREET AT .lTS 'INTERSECTION WITH AVENUE "A" AS MORE PARTICULARLY
DESCRIBED IN THE BODY OF THIS ORDINANCE; PROVIDING THAT NO BUILD-
ING OR OTHER STRUCTURE SHALL HEREAFTER BE ERECTED, RE-ERECTED
OR SUBSTANTIALLY REPAIRED BETWEEN SUCH BUILDING LINES; REQUIRING
EXISTING STRUCTURES ON OR BETWEEN .THE BUILDING LINES HEREIN
ESTABLISHED TO CONFORM TO SUCH BUILDING LINES WITHIN FIVE (5)
YEARS; DEFINING BUILDING LINE AND PROVIDING THAT SETBACK REQUIRE-
MENTS UNDER THE CITY'S ZONING ORDINANCE AND AMENDMENTS THERETO
BE DETERMINED FROM THE BUILDING LINES HEREIN ESTABLISHED; PROYID
ING EXCEPTIONS FOR UTILIT:Y EXTENSIONS AND PUBLIC IMPROVEMENTS!
PROVIDING A SAVINGS ClAUSE.
WHEREAS, Article 1105a, Revised Civil Statutes of Texas provides for
the establishment of building linea on any part or side of any street in the City of
Lubbock, said City of Lubpock having a population of more than 15, 0001 and,
WHEREAS, the City Commission finds that public convenience,. safety and
necessity in the City of Lubbock requires that building lines or rights of way lines
be established on the East and West side of Avenue "A" at its intersection with
19th Street and the North and South side of 19th Street at its intersection with
Avenue 11A 11 to prevent repair and replacement of structures and trees in the area
between the building lines so established, such areaabeing required in connection
with widening, opening and improving that part of Avenue "A" and 19th Street
more particularly hereinafter described in the body of this Ordinance; and~
WHEREAS, the widening and improvement of said 19th Street and Avenue
"A" and the establishment of such building lines are necessary and will ultimately
provide streets of desirable and adequate width which will aid in relieving heavy
traffic in congested areas in accordance with the Cityts comprehensive plan and
the City Planning Coro1nission has recommended such plan. The City Commission
further finds that such establishment at this time will promote economy; NOW 1 THEREFORE,
BE IT OR.DA.INED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. (A) THAT a building line is hereby established on the East
and West sides of Avenue 11A11 at its intersection with 19th Street as hereinafter
described and within the corporate boundaries of the City of Lubbock, which East
and West building lines are more particularly described as follows, to""Wit:

BEGINNING at a point in the present East line of Avenue "A"~
said point being 194.8 feet South and 140 feet West of the Northeast
corner of Section 7, Block B, Lubbock County, Texasj
'THENC~ Northeasterly at an angle of 14° zr 1011 from the
present ~ast property line of Avenue "An a distance of 41. l3
feet to a point. said point being 8 feet East of said present
East property line;
THENOE North parallel to and 8 feet East of present East property
line of Avenue "A" a distance of 154.8 feet to a point in the North
line of Section 7, Block B, having crossed the Fort Worth and
Denver Railroad property;
THENCE East along the South line of Section 1, Block 0, Lubbock
County, Texas, a distance of 8. 32 feet to a point;
THENCE North parallel to and 8 feet East of the present East
property line of Avenue "A", Section 1, Block 0 a distance of
168. 69 feet to a point•
THENCE Northwesterly at an angle of 14° ze 1011 with the present
East line of Avenue "A" a distance of ·U. 23 feet to a point in the
present East. property line of Avenue "A" having crossed the Fort
Worth and Denver Railroad property.
WEST SIDE OF AVENUE "An AT 19TH STREET ... ,
BEGINNING at a point 6. 99 feet South of the Northeast corner
of Lot 8, Block 30. Merrills Addition. Section 7 • Block B,
Lub~ck County, Texas, said point being 192.1 feet South and
230 feet West of the Northeast corner of said Section 7;
THENCE Northwesterly at an angle of 14° 2' 10" from the East
line of Block 30, Merrills Addition a distance of 41. Z3 feet to
a pointr said point being 8 feet West of said East line;
THENCE North parallel to and 8 feet West of the East line of
Block 30, Merrills Addition a distance of 152.1 feet to a point
in the North line of Section 7, Block B, having crossed Lots 2,
4, and 6 of said Block 30,. Merrills Additionj
THENOE East along the South line of Section 1, Block 0, Lub~ock

THENCE Northeasterly at an angle of 140 zr lou with the East

present West property line of Avenue "A", having crossed Lots 16,

said point being 8 feet North of the present North property line;
THENCE parallel to and 8 feet North of the present North property
line of 19th Street. a distance of 304 feet to a point having crossed
the Fort Worth and Denver Railroad property, said point being 49.04
feet North and 34. 68 feet West of the Southeast corner of Section 1,
Block 0;
THENCE Southeasterly at an angle d 15° 56' 43" with the present
North property line of 19th Street a distance of l9. 12. feet to a
point in the present North property line of 19th Street, said point

Street, said point being 59. Z3 feet South and 375 feet West of
the Northeast corner of Section 7, Block B, Lubbock County, Texas;
THENCE Southeasterly at an angle of 15° 56t 43" from the present
South property line of 19th Street a distance of Z9.1Z feet to a
point, said point being 8 feet South of the present South property
line;
THENCE East parallel to and 8 feet South of the present South
property line of 19th Street, a distance of 304 feet to a point having
crossed Lot 2., Merrills Addition , and the Fort Worth and Denver
Railroad property, said point being 49. Z9 feet South and 43 feet
West of the Northeast corner of Section 7, Block B;
THENCE Northeasterly at an angle of 15° 56' 43" with the present
South property line of 19th Street a distance of Z9.ll feet to a point
in the present South property line of 19th Street, said point being
4:8.45 feet South and 15 feet West of the Northeast corner of Section
7, Block B.
SECTION z. THAT no building or other structure shall hereafter be
erected, re•erected or substantially repaired and no new structure or parts there
of shall be erected on that part of the street or land herein designated within said
building lines hereinabove de.acribed.

SECTION 3. THAT all structures on or between the building lines
establis.hed by this Ordinance or extending in whole or in part within such building
lines are hereby required to conform to the new building lines established in
Section One (1) of this Ordinance within five (5) years from the ··dfective date of
this Ordinance. ,,
SECTION 4. The term "Building Linen as herein used shall be construed
to m•ean ,,street right of way line11 , and the setback requirem~nts under the Cityts
Zoning Oxdinance and all amendments thereto shall apply in addition to the right-
of-way lines or building lines herein established, it being the intent and purpose
of this Ordinance to preserve all land within the building lines herein established
for ultimate street purposes.
SEOTION 5. The provisions of this Ordinance shall not apply to any office ,
agent, employee or other person duly authorized by the State of Texas and/or the
City of Lubbock when pedorming any employment pursuant to the widening,
straightening or extension of the street andfor the right-of-way contemplated by
this Ordinance or authorized utility extensions within the right-of-way herein
described.
SECTION 6. If any section, paragraph, subdivision, clause, phrase or
provision of this Ordinance shall be judged invalid or held unconstitutional, the
same shall not affect t~e validity of the remainder of this Ordinance as a whole or
any part of provisions thereof other than the part so decided to be invalid or
unconstitutiona 1.
