AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 1980
OF THE CITY OF LUBBOCK BY ADDING THERETO TWO NEW SUBDIVISIONS
SO AS TO CHANGE THE SPEED LIMITS ON CERTAIN STREETS AS MORE
PARTICULARLY HEREINAFTER DESCRIBED; PRESCRIBING A PENALTYi
PROVIDING FOR THE PUBLICATION OF THIS ORDINANCE; AND DEOLA.RINO
AN EMERGENCY.
WHEREAS, the governing body of the City of Lubbock had determined upon
the basis of an engineering and traffic investigation that the prima facie speed
limits set forth and established by Article 82.7a, Sec. 8, Vernon's Annotated
• Penal Code, as amended by acts of 1951, 52nd Legislature, page 589, Chapter 346
N"So'"""""'' Subdivision of Section 1, are less than is reasonable or safe under the conditions
found to exist upon certain highways, streets, and/or parts of highway.s and
streets at the locations named and designated in the body of this Ordinance and
in the corporate limits of the City of Lubboc~ taking into consideration the
width and condition of the pavement and other circumstances on such certain
highways and streets,. and/or parts of highways and streets,. as well as the usual
traffic thereon; and,
WHEREAS, it is necessary for the immediate preservation of the public
health and safety to provide for the immediate enactment of such measures,
constituting an emergency; NOW. THEREFORE,
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. THAT Section 1 of Ordinance No. 1980 of the City of Lubbock
BE and the same is hereby amended by adding thereto two new subdivisions•,
which shall read as follows:
11 On the East side of Avenue A, peginning at Broadway and extending
Northto'J~ofeet'ilOrt'ti'O'fMackenzie Park entrance.
On the East and West sides of Quaker Avenue, from 34th Street

SECTION 2. Penalty. Any person.t firm or corporation violating any
provision of this Ordinance shall upon conviction be punished by a fine of not
more than TWO HUNDRED ($2.00. 00) DOLLARS, and for subsequent violations tr'
within one year thereafter such person, firm or corporation shall be prosecuted "
as prescribed for such violations by Section 15 of Art. 827a, Vernon's Annotated
Penal Code.
SECTION 3. The City Secretary is hereby authorized and directed to cause
the publication of the descriptive caption of this Ordinance, together with the
penalty provisions as required by law.

SECTION 4. The fact that the heavy flow of vehicular traffic through the
several highways and streets as herein designated and established as a hazard,
dangerous to the safety of persons and property, creates a public necessity
requiring all rules that no ordinance shall be finally passed on the day of its
introduction be .suspended; and this ordinance is declared to be an emergency
measure to take effect from and after the date of its first, publication.
AND IT IS SO ORDERED.
