RESOLUTION
WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the
Market Lubbock Economic Development Corporation (the "Corporation"), the City Council
of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the
authority to approve all programs and expenditures of the Corporation; and
WHEREAS, the City Council finds that it is in the best interest of the public to approve the
program or expenditure, as proposed to the City Council by the Corporation, as set forth in
Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Downtown Parade Grant program or expenditure of the Corporation, in the amount
set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided
to Officewise Commercial Interiors, is hereby approved pursuant to Section 5 of the Amended
and Restated Bylaws of the Corporation.

THE STATE OF TEXAS
COUNTY OF LUBBOCK
At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT
CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, January 24, 2024, held in conformity with the
bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously
adopted:
WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and
Contract to Officewise Commercial Interiors at 1301 13'� Street, which is making improvements to their property, which is
located in the Downtown TIF. Officewise provides personalized order fulfillment and services across a breadth of products
including commercial business furniture, design services, project management services, office moving, services, office
products, technology products, paper, toner, janitorial products, breakroom, safety, promotional products, and printing. They
have been located in Lubbock since 1960. First as Frank McGlaun Office Supply, and then Hester's Office Center in 1928,
The Paperclip in 1970 and Baker Office Products in 1931.
The scope of facade work will include the exterior painting of all trim and walls totaling $l 1,992 in fa�ade expenses..
The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions
applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit:
Grant Officewise Commercial Interiors a Grant for $5,996. at 1301 13`�' Street, which is in the Downtown TIF, once
proof of payment has been submitted.
WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the
incentive for providing assistance for renovations to their property, meet and comply with the qualifications and purposes of the
Corporation for the granting of such Economic Development Grants and Contracts.
Upon Motion by Director, Mr Sonny Garza, and Seconded by Director, Mr. Brett Cate.
IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with
Officewise Commercial Interiors a grant for improvements to the property at 1301 13'h Street, Lubbock, Texas. This Economic
Development Grant and Contract will be on the normal terms and conditions of such Downtown Grant Program and Contract
offered by MLI to existing businesses and business prospects and authorize the CEO to enter into and execute all documents
related to the Economic Grant and Contract.

Unless stated otherwise in pictures and/or text in this proposal, this project is priced to include our standard level of prep. This includes the following:
- Wash or wipe down surfaces being painted.
- Scrape and sand loose any peeling paint. Please Note" Scraping and sanding will not result in a smooth finish. There will be ups and downs where paint was
removed.
- Spot priming bare wood and metal in areas being painted. We do not spot prime areas being stained.
- W indow glazing as needed if we are painting windows.
- Puttying, caulking, and wood filling as needed. We only caulk areas that were previously caulked and are missing or failing. We only remove caulking that is
failing.
This level of prep DOES NOT include (Unless specfied othervvise in this proposal) the following:
- Wood replacement
- Fixing imperfections that require feather sanding and bondo application.
- Full recaulking if caulk is not failing or missing.
- Resculpting trim and siding where damaged.
- Stripping existing surface coating.
- Masonry Patching.Please Note*" Masonry patching will not mimic the current texture of the masonry surface.
CLEAN UP
Daily: Ladders are taken down and stored in a designated area along with all other tools and supplies. All debris will be swept and removed from the property or
deposited in the appropriate trash receptacle according to the customer's preference. Upon Completion: All tools, supplies 8 equipment will be removed from
the property.

• Meet with you at the beginning of the project to ensure all information is up to date and accurate.
• Communicate with you daily to inform you of what has been completed, what will be done tomorrow and any possible issues.
• And finally, have you do a final inspection with us to make sure that you are completely satisfied with the completed project.

This Proposal is for an Exterior Painting Project. During your project you will be assigned a Job Site Supervisor (JSS). The JSS is on site to paint, run the
painting crew and to be available to address any of your concems throughout the project. CertaPro will also provide a Project Manager to supervise and ensure
the project is being handled as promised and proceeding on schedule to your satisfaction.
The number of coats of paint are noted on the proposal and additional coats will be an additonal charge.
Please keep in mind that the separate prices on the estimate are bid in a way of doing all of the work together-- each individual area done separately or at a later
date could result in additional cost.
The following are some common issues that may increase the cost of your project:
Any change in the scope of the project sucah as hidden damage (issues not visible during the estimate that become evident after starting the job requiring
additional time and/or materials), any work stoppage or delay; changing materials or colors after purchase or after painting has started, selecting color changes
that require more than the specified number of coats, additional color changes, areas that ar not ready to paint. If a color change is desired, spot priming of the
required areas and two full top coats may be necessary. ff any color is chosen ihat will require a primer or a third coat, we will need to adjust the price to reflect
the additional time and materials required. All pricing changes will be discussed with, and approved by the customer prior to the additional work being
com pleted.
We follow PDCA(Painters and Decorating Contractors of America) standards when inspecting a job to ensure the surface is properly painted. "Properly
painted" means no lumps, runs, sags, holidays, misses, or insu�cient coverage. The surface should be free of drips, spatters, or overspray caused by our
painters. In order to determine ff the surface has been properly painted, we examine it without magnification at a distance of 39 inches under normal lighting
conditions (no flashlights) and from a normal viewing position.
At the end of the project we will fully clean up and then do a final walk through with you to inspect the work performed if you are available when the crew has
finished their work and if necessary finish the final touch ups. CertaPro Painters at the end of your project is hoping to receive an excellent review from you
when you evaluate our work. Through this rating we hope to earn the privilege of doing additional work and for you to recommend us to other businesses, your
family, friends and neighbors.
CertaPro complies with all local, state and federal laws; including but not limited to the EPALead-Safe program. If you suspect lead please notify us
immediately. Paint is included in the cost of the project.

PICKING YOUR COLORS
To pick your colors, please go to the nearest Sherwin Williams paint store. We will need the color name, color number, and sheen that you would like us to
use. Color choices should be given to CertaPro as soon as possible before your project starts date to avoid delays.
ROTTING WOOD
If rotted wood is identified during the painting project, you will be notified. It is not always possible to identify rotting wood during the estimating process.
TRIM PAINTING: The sides of trim boards where they meet the siding will be flush cut, unless otherwise specified. This means that only the face of the trim
board will be painted the trim color. The sides will be painted along with the siding and a straight mask line will be made where the face meets the side. This is
the most cost-effective way of painting trim. Afrench cut means that the sides of the boards will be painted the trim color and carefully follow the contour of the
siding boards. While more decorative than flush cutting, it is more expensive due to the time it requires.
