HomeMy WebLinkAboutResolution - 2021-R0099 - Downtown Facade Grant to Triple J Chophouse - 3/23/2021Resolution No. 2021-110099 Item No. 6.15 March 23, 2021 RESOLUTION WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the Market Lubbock Economic Development Corporation (the "Corporation"), the City Council of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the authority to approve all programs and expenditures of the Corporation; and WHEREAS, the City Council finds that it is in the best interest of the public to approve the program or expenditure, as proposed to the City Council by the Corporation, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Downtown Fagade Grant program or expenditure of the Corporation, in the amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided to Triple J Chophouse & Brew Co., is hereby approved pursuant to Section 5 of the Amended and Restated Bylaws of the Corporation. Triple J 02.25.21 Resolution No. 2021-R0099 RE 21-13 RESOLUTION APPROVING TRIPLE J CHOPHOUSE & BREW CO. 1807 Buddy Holly Avenue DOWNTOWN FACADE GRANT THE STATE OF TEXAS COUNTY OF LUBBOCK At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, February 24, 2021, held in conformity with the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted: WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to Triple J Chophouse & Brew Co. for renovations to the property at 1807 Buddy Holly Avenue, located within the downtown TIF. The scope of facade work will include building a new pergola/canopy, close 4 windows, paint the front of the building and paint the iron fencing totaling $53,100 in expenses. The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit: Grant Triple J Chophouse & Brew Co., a Downtown Fagade Grant for $25,000 for the project at 1807 Buddy Holly Avenue, which is located within the Downtown TIF, once proof of payment has been submitted. WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for providing assistance to renovations to their property, meet and comply with the qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts. Upon Motion by Director, Dr. John Oppenman and Seconded by Director, Mr. Brett Cate. IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with Triple J Chophouse & Brew Co. for the improvements to the building at 1807 Buddy Holly Avenue, Lubbock, Texas. Owned and managed by Joyce Bigham and Joe Keller, Triple J is the result of opportunity meeting West Texas know how. Joyce and Joe have been serving Lubbock since 1978 through their Bigham's Bar-B-Q restaurants and since August 2006 with Triple J. Must wait one year from approval to apply again for the same property. (Expenses used in one application cannot be used in another application.) • Applicant is not eligible for grant program funding if delinquent in property taxes according to LCAD records - includes all LCAD properties listed in the applicant's name • MLI disbursements are characterized as "reimbursable grants" - Applicant pays expenses first • Expenses eligible for reimbursement must relate to reasonable costs or expenses. • Receipt of an application is not a guarantee of grant approval.
