This Amendment provides for Construction Administration Services and Resident Project Representative Services for GMP No.2 for Terminal Modifications, This Scope of work provides for the follow-on work to GMP#1 which consisted of Roof Replacement for the overall terminal. The Work Plan describes the scope of services by RS&H, Inc., the Architect/Engineer (A/E) for the Construction Administration/Resident Project Representative (RPR) phase for this work. This Work Plan includes a Project Schedule and a Project Proposal. The Project Schedule defines the durations of work that are the basis of the Work Plan and Project Proposal. The Project Proposal provides the basis of the estimate for the required compensation and defines the task efforts and deliverables required for the Project. PROJECT DELIVERY METHOD The project delivery method will integrate efforts between RS&H and the CMAR for the benefit of the Airport for the construction of the Project. Funding Expectations—The Project's cost from the CMAR GMP#2 Proposal cover letter dated August 30, 2019 (289 pages inclusive) is $32,467,367.00. In addition, a reasonable change order allowance should be budgeted to accommodate normal industry occurrences in low bid contracting and unforeseen costs relating to remodeling. Scope changes may cause the actual cost to vary significantly as the Project progresses. Changes to the project cost require changes in the A/E efforts and may require increases to the compensation indicated in the Project Proposal. Proiect Schedule/Duration — Construction activities are scheduled for a total of 19 months from the Notice to Proceed (NTP) through Substantial Completion with two additional months being anticipated for final completion (total of 21 months). The actual schedule may vary significantly as the Project progresses. The CMAR has advised that there will be 7 distinct phases to this project, each with their own punch list and issuance of a Certificate of Substantial Completion. Changes to the project schedule may require changes in the A/E efforts and, thus, may require supplemental agreements to the compensation indicated in Project Proposal. PROJECT TASKS Below identified by Tasks is the anticipated work provided under this work order. A. BASIC SERVICES Task A.1.0 Construction Administration City of Lubbock Preston Smith International Airport Terminal Building Modifications Construction Administration Services GMP#2 Page 2 of 8 DocuSign Envelope ID:6A9837A2-034D-4162-95B6-8E45D72AC627 The services commencing after completion of the Construction Documents are anticipated to include responses to Contractor's reasonable requests for information, interpretations, periodic site observations, evaluation of work, certification of payments, submittals, changes in the work and project close-out. The A/E's efforts are limited in duration as described in the Project Schedule. Site visits will be at intervals appropriate to the stage of the work, generally monthly. Exhaustive or continuous site visits to observe the quantity or quality of the work are not required or included. RSH has included a Resident Project Representative (RPR)for daily inspection (Task 81.0) The A/E, as a representative of the Airport, will visit the site at intervals appropriate to the stage of the Contractor's operations to (1) become generally familiar with and to keep the Airport informed about the progress and quality of the portion of the Work completed, (2) endeavor to guard the Airport against defects and deficiencies in the Work and (3) determine in general if the Work is being performed in a manner indicating that the Work, when fully completed,will be in accordance with the contract documents. Construction Phase work under GMP#2 as follows: • Terminal Building Modifications work including: o New Restrooms and ancillary supporting elements o Relocation of exit access controls system o New Public Address system and supporting elements o New Static Gate Identification Wayfinding (replacing existing locations only) o Reconfiguration of Terminal at Gate 9 o Interior finishes improvements including ceiling, lighting, wall and floor finishes as identified within the scope of GMP#2 o TSA office and rental car office relocation / reconfiguration of spaces and the finish and associated systems work. o New exterior enclosure for the remote Bag Makeup carousel o Replacement of AHU units • Baggage System Improvements o Out bound bag makeup consolidated system from Airline ticket counters to a TSA room containing an in-line system to two bag makeup carousels, one within the building the other remote to an enclosed conditioned carousel structure, Work includes structural and non-structural demolition, existing areas remodeling and building systems modifications required by the new work and new Baggage information display system integration as part of the bag handling system improvements.. o New Inbound bag claim devices in a new location. Work includes structural and non- structural demolition, existing areas remodeling and building systems modifications required by the new work, and new Baggage information display system integration. o Provide graphic insight to adjusted Airfield aircraft parking areas required by the new structure. • Site Improvements including: o Remodeled exterior canopy, columns, guard rails, roofing system at overhang, sidewalk removal and replacement o Pedestrian and roadway improvements required to provide effective pedestrian crossings Note re-roofing of the terminal building is part of GMP#1. The new roof at the outside canopy is part of the work under GMP#2. Task A1.2 Pre-construction Conference - Prepare for and attend pre-construction meeting develop and distribute minutes of the meetings. Task A.1.3 Weekly Progress Meetings - Includes Preparation for, Attendance and follow-up actions required for Job Progress meetings. It is anticipated there will be a minimum of 5.0 RSH personnel in virtual attendance at these meetings in addition to the Resident Project Representative. It is anticipated that once a month on-site visits will occur for some RSH staff in lieu of the virtual call in. Task A.1.4 Periodic Site Visits -The A/E, as a representative of the Owner, will visit the site at intervals appropriate to the stage of the construction to (1) become generally familiar with and to keep the Owner informed about the progress and quality of the portion of the Work in progress, (2) endeavor to guard the Owner against defects and deficiencies in the Work and (3) determine in general if the Work is being performed in a manner indicating that the Work, when fully completed, will be in accordance with the contract documents. Site visits will be at intervals appropriate to the stage of the work, generally every month by each discipline during the period when that discipline's work is underway. The expectation is that generally 3.0 RSH personnel will be on site for each of these Periodic Site Visits with identified staff as follows: • Project Management • Civil Engineering Staff • Architectural Staff • Structural Engineering Staff • Mechanical / and or Plumbing Engineering Staff • Electrical Engineering Staff • Security/ IT Engineering Staff Task A1.5 Shop Drawings Submittal Review — Receipt, logging, distributing, tracking, reviewing, annotating, determination of disposition and returning of Contractor submittals is included as part of this task. These reviews include reviews of required shop drawings and required product data. This work will include one re-submittal for deficient initial submittals. Task A1.6 Substitution Request Submittal Review — Includes review of 15 CMAR offered voluntary substitution requests. Task A1.7 Payment Applications Submittal Review - Includes administrative submittals and applications for payment involving review of requested amounts relative to completed work, verification of partial and blanket lien waivers and tracking current and previous applications. Under the CMAR delivery, a design contingency is established. This element will be updated, tracked and validated as part of the monthly applications. Task A1.8 RFI Contractor Inquiries - Includes a reasonable number of RFI's (225 max.) seeking clarification of document requirements, approval for minor changes, direction on coordination items, tentative acceptability of substitutions, etc. City of Lubbock Preston Smith International Airport Terminal Building Modifications Construction Administration Services GMP#2 Page 4 of 8 DocuSign Envelope ID:6A9837A2-034D-4162-95B6-8E45D72AC627 Task A1.9 CCA Contractor Inquiries - Includes Contractor Corrective Action requests and directives (25 max.) Receipt, logging, distributing, tracking, reviewing, determination of response, production of documentation and returning of Contractor inquiries and document changes is included as part of this task. Task A1.10 ASI/C/RFPs Clarifications/Changes - Includes the issuance of Architects Supplemental Instructions, Clarifications and / or Requests for Proposals and follow on Change Orders which may be required due to unforeseen conditions, RFI items or changes due to project delivery method (CMAR), multi package design and construction strategies. Task A1.11 RCOs Clarifications/Changes — Includes a reasonable number of Requests for Change Orders arising from the Contractors determination or interpretation that work expected is not considered to be a part of the original contract scope. Task A.1.12 Sub-consultant Coordination — Review, coordinate and integrate project elements under contract by RSBH including • Bag Systems • Roofing at Canopy (outside GMP#1) • Public Address Systems • Geotechnical / Materials testing • Cost Estimating Task A1.13 Expanded record keeping for FAA funding documentation The CMAR approach to projects funded under the FAA program is a newer delivery method for this ADO. As such, it is anticipated that there will be more record keeping than the normally required for a similarly sized project with a standard Design-Bid-Build Delivery Method. RSH anticipates the following tasks will be required for this: • Payment applications - Each payment application costs will be required to be entered into the approved PFC AIP schedule and then submitted to the FAA as part of the RFR (request for reimbursement process) • Eligibility Analysis — Prepare on-going update of the assessment for eligible program costs and analysis. The analysis will project eligible and non-eligible program areas and recommendations to adjust the program to maximize eligibility of FAA AIP and PFC. Funding will be based on analysis of eligibility, based upon the federal guidelines for the facility. Task A.1.14 Agency Coordination Provide necessary communications/coordination scheduling and reporting with State/Municipal/FAA agencies relative to respective requirements. Task A1.15 Added scope for Design Contract— Provide follow-on design services for elements not part of original design services including: • Concessions flooring removal, design and development • Remote Transportation stand at exterior of building — design and development • Ornamental Stair from upper level to main Hold room • Interior Railing systems removal and re-configuration • Remote Baggage Makeup Structure Task A1.16 Project Closeout- Includes the observation of the systems and components of the project, reviewing the commissioning of the systems, documentation of required corrections, issuance of the City of Lubbock Preston Smith International Airport Terminal Building Modifications Construction Administration Services GMP#2 Page 5 of 8 DocuSign Envelope ID:6A9837A2-034D-4162-95B6-BE45D72AC627 Certificate of Substantial Completion, expected on-site staff attendance for this effort inCkAe 1 trip each for Substantial and Final Completion for the following staff members: • Project Management • Civil Engineering Staff • Architectural Staff • Structural Engineering Staff • Mechanical 1 and or Plumbing Engineering Staff • Electrical Engineering Staff • IT/ Security Engineering Staff Task A.1.17 Prepare Record Drawings • Includes certification of substantial completion, verification of final completion, receipt, review and processing of all closeout documentation for operations and maintenance manuals and receipt, review acceptance and CADD incorporation of submitted as-builts'. Although there will be 7 distinct phases each with their own punch list and issuance of a Partial Certificate of Substantial Completion, their will only be 1 complete set of As-Builts delivered to the Airport at completion of the final Punchlist and acceptance by the Airport. • Provide Update to ALP as required by FAA to identify improvements from project. Task A.1.18— Project Management and Administration Quality Control Review\ RSH will provide overall project Management for the work including: • Schedule of critical dates and milestones • Project team coordination • Contractual management • Consultation with Airport staff • Ongoing conference calls recurring as required for the project effort • Identification of potential problems and develop solutions • Attendance on weekly status update calls B. SPECIAL SERVICES The A/E services are generally divided into two categories: Basic Services and Special Services. Basic Services are listed in Section A. Task B 1.0 On-Site Resident Project Representation (RPR)for the Overall Project Review of the proposed schedule with the CMAR has identified that their proposal is based upon 8 hours days totaling 40 hrs. a week; therefore, the RSH On-Site representation will replicate that schedule for the overall project development activities. The RPR will be stationed at the site and will be responsible for assisting A/E in administration of the contract. Through the observations of the RPR architect/engineering services, the A/E shall endeavor to provide further protection for the Airport against defects and deficiencies in the Work. Apart from such further protection, the rights, responsibilities and obligations of the A/E as described in the Master Agreement between the Airport and A/E shall not be modified by the furnishing of such Resident Engineering staff. Staffing makeup and durations are estimated as itemized in the attached Project Proposal section. The City of Lubbock is the local permitting authority responsible for building plan reviews, inspections and approvals. The City follows the following regulatory codes: 2011 National Electrical Code Ordinance No. 2013-00056 2003 IBC Building Code of the City of Lubbock Provisions: Ordinance#2005-00140 • 2012 International Building Code: Ordinance#2016-00072 • 2012 International Fuel Gas Code Ordinance#2016-00075 • 2012 International Mechanical Code: Ordinance#2016-00074 • 2012 International Plumbing Code: Ordinance#2016-00073 2009 International Energy Conservation Code: Ordinance#2011-00107 The cited Building codes require testing and inspections on the building. This requires a firm experienced in sampling as required, performing various laboratory and field tests, scheduling coordination of activities, determination of project specifications conformance and delivery of testing results. Work to be performed includes: • Areas and types of inspection are as follows: o Gate 9 Relocation—Sitework- Excavation, subgrade, base and pavement, density testing, and site concrete, PBB Pedestal Foundation—Adjust Design as required for selected PBB structural revisions. Structure elements Review concrete formwork, reinforcing and concrete materials testing, o Remote Bag Make-up Building—Special inspections, Sub-grade, concrete, steel, welding and bolt torque confirmation masonry reinforcement inspection, cell grouting prism testing, foundation redesign due to final selected manufacturer's foundation system. o Terminal Structural Revisions — Sub-grade, concrete testing, formwork inspection o Exterior sidewalk replacement— concrete sampling and testing Task B 3.0 Roofing System Coordination Provide Roofing consultant to review, coordinate and complete actions on roofing system over exterior canopy (not under GMP#1) Task B 4.0 Baggage Systems Oversight and Control Coordination Provide Outside Management oversight and control of Baggage Systems to assure Agency acceptance and validation City of Lubbock Preston Smith International Airport Terminal Building Modifications Construction Administration Services GMP#2 Page 7 of 8 DocuSign Envelope ID:6A9837A2-034D-4162-9586-SE45D72AC627 Project Schedule Project Schedule is anticipated as follows: • Issue Notice to Proceed— October 1, 2019 (CMAR Assumption) • CMAR has identified there will be 7 separate Phases to the project, each requiring separate Partial Certificates of Substantial Completion (each with separate punch list) Seven (7 Total) • Obtain Substantial Completion of all Construction Phases 19 months after issuance of a Notice to Proceed • Nineteen (19) months from October 1, 2019 equals May 1, 2021 (397 workdays) • Final Completion 2 months (439 total workdays for RPR calculation) • Record one As-Built Submission incorporating all Phases of Construction to Airport one (1) month after Final Completion date (460 total workdays for RPR calculation) RS&N RS&H, Inc. 11011 Richmond Ave, Suite 900 Houston,TX 77042 713 914 4455 Fax 713 914 0155 Submitted By: Docusigned by: Rodney J.
