ORDINANCE NO. 1736 -----
AN ORDINANCE CREATING AND ESTABLISHING WHAT SHALL BE KNOWN
AND .D.UIGNATED AS THE 11AUDITORIUM-COLISEUM OPERATIONAL DE-
PAllTNENT"; GENERALLY PRESCRIBING THE DUTIES AND J"UNCTIONS OF
SUCH DEPART:WENT; PROVIDING THAT THE HEAD OF SUCH DEPART:WENT
SHALL BE THE MANAGER APPOINTED BY THE AUDITORIU.W-COLISEU.M
OPERATIONAL BOARD AND APPROVED :SY THE CITY COMl.CSSION; ESTAB-
LISHING TERWS OF EMPLOYMENT; PROVIDING FOR REPORTS AND OTHER
INCIDENTS TO ADUINJSTRATION TO.UCH DEPARTWENT; AND DEClARING
AN EMERGENCY.
WHEREAS, definite plannins and consideration of ma.ny ma.tters to be re•
quired in connection with operating the Au.Utoriwn-coliseum, is \Ulder con-
sideration and the Couunisaion finda t.hat the daily buainesa of the City requires
the b:nmecliate establishment of such department for the proper administration
of items dealina with the Auditorium-Coliseum, creates an uneraency, and
that such department shouJ.d be forthwith established; T HEREFO.R.E,
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION l. There is hereby created and established a department desig-
natad "Auditorium-Coliseum Operational Departm.ent•.
SECTION z. The manager employed by the Auditorium.-coliseum Board
shall be the head of this deparbneni and shall hold office at the will of the Com-
mission.
SECTION 3. This department shall have general custody of the Lubbock
Municipal Auditorium-Coliseum buildings and grounds, equipment, fixtures,
furniture, and be primarily responaible for the preservation o.f all property of
the City of Lubbock and/or Texas Technolo1ical College, located on or within
said buildings and premises subject to operating agreement dated Auguat ZO,
1953, betw~en the Board of Directors of Texas Technological College and the
City of Lubbock.
SECTION 4. Said depart.m.eat shall maintain adequate inventories and
acco\UlU under supervision of the City Finance Officer as ma.y be deemed nec-
essary. required or expedient lay sai& officer to ful.Jy account at all times to said
officer lor all property of every character or otherWise to COlJle within the juris-.
dictioa and/ or custody of said department. "'

I conditioned for the ta:ithlul aischarge and performance of the duties of said I
I, office, and for the faithful accounting of all monies, credits and things of value
I to be collected or coming into the hands of such officer. The premium for such 1:
!j bond shall be paid by the City of Lubbock and charged to receipts of the Audi-J1 torium-Coliseum. Said bond shall be reqilired before entering upon the duties ~._'/
of such office and no compensation shall be paid to such officer for any date pre-i

SECTIOS 6. The head of this department in purcbasina supplies and other

rules and resulatiens applicable to otller deparlmenb of the City of Lubbock,
includin& but not limited to the employment and 4liacbarae of personnel, making
requisitions for all purchases and provitlina amnaal budaeb and sueh informa-
tion as may be required in connection therewith.
SECTION 7. Such tlepe.rbllent shall be farther sabject to such authority aa
may be deleaated by the City Commission to ~ Autlitorium-Goliaeum Oilera-
tional Board., ane ahall perform ~uch other dutiu an4 functions as may be here-
after authoriaecl and pertaia te the adminiatra.tien of ai4 department.
