HomeMy WebLinkAboutResolution - 2023-R0593 - Downtown Grant Program Façade, Charles Adams Studio Project (CASP), 602 Ave J - 12/12/2023Resolution No. 2023-R0593 Item No. 5.9 December 12, 2023 RESOLUTION WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the Market Lubbock Economic Development Corporation (the "Corporation"), the City Council of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the authority to approve all programs and expenditures of the Corporation; and WHEREAS, the City Council finds that it is in the best interest of the public to approve the program or expenditure, as proposed to the City Council by the Corporation, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Downtown Fa�ade Grant program or expenditure of the Corporation, in the amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided to Charles Adams Studio Project, is hereby approved pursuant to Section S of the Amended and Restated Bylaws of the Corporation. Market Lubbock DT Facade Expenditure Charles Adams 11.29.23 Resolution No. 2023-R0593 RE 23-78 RESOLUTION APPROVING CASP (CHARLES ADAMS STUDIO PROJECT) AT 602 AVENUE J DOWNTOWN FA�ADE & PERMTTABLE GRANTS THE STATE OF TEXAS COUNTY OF LUBBOCK At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLn, on Wednesday, November 29, 2023, held in conformity with the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted: WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to Charles Adams Studio Project (CASP) at 602 Avenue J. The Chazles Adams Studio Project (CASP) is making improvements to its property at 602 Ave J, located within the Downtown TIF.CASP is a non-profit arts organization that was founded by Charles Adams, with the help of Margaret Talkington, in October of 2009. The CASP mission is to serve as the cornerstone in the Lubbock Arts District through developing and sustaining a working artists' community that actively engages the public with arts. The scope of fa�ade work will include demolition, concrete, parking lot totaling $50,000 in fagade expenses. The Permittable work will include earthwork and plumbing totaling $224,816. Grand total of $274,816 in expenses. The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit: Grant a Downtown Fa�ade Grant for the Charles Adams Studio Project totaling $25,000 and a Downtown Permittable Grant for $22,482 at 602 Avenue J, which is in the Downtown TIF, once proof of payment has been submitted. WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for providing assistance for renovations to their property, meet and comply with the qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts. Upon Motion by Director, Ms. Sarah Bevers, and Seconded by Director, Mr. Blake Womble, IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with the Charles Adams Studio Project (CASP) for improvements to the property at 602 Avenue J, Lubbock, Texas.
