RESOLUTION
WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the
Market Lubbock Economic Development Corporation (the "Corporation"), the City Council
of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the
authority to approve all programs and expenditures of the Corporation; and
WHEREAS, the City Council finds that it is in the best interest of the public to approve the
program or expenditure, as proposed to the City Council by the Corporation, as set forth in
Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Downtown Fa�ade Grant program or expenditure of the Corporation, in the amount
set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided
to Tru Dean Realty, LLC, is hereby approved pursuant to Section 5 of the Amended and
Restated Bylaws of the Corporation.

DOWNTOWN FA�ADE & PERMTTABLE GRANTS
THE STATE OF TEXAS
COUNTY OF LUBBOCK
At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATION,
INC., a Texas nonprofit corporation (MLI), on Wednesday, November 29, 2023, held in conformity with the bylaws, after due
notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted:
WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to
Tanner Dean and Ruben Trujillo, owners of Tru Dean Realty, LLC, who aze renovating their property at 611 Broadway, located
in the Downtown TIF. Tanner moved from the high trees of East Texas to the high plains of West Texas in 2012. In 2014, he met
his amazing wife Mackenzie and decided together to commit to raising a family in Lubbock. In addition to his family, Tanner is
passionate about investing in and caring for others and is able to do those through the career path of Real Estate. Tanner strives to
live life with the utmost integrity which will undoubtedly be seen through working with him.
Faith and family are two words that are near to Ruben's heart and he is married to a supportive wife, Haley, and together they
have four children. Ruben moved to Lubbock in 2009 to attend school at Texas Tech University and found himself loving Lubbock
so much that he called it `home' ever since. Ruben has a passion for helping people and has spent his career channeling that
passion into helping his clients in various industries for over 15 years. In Real Estate, he has been helping families in the Lubbock
area buy and sell homes since 2017.
The scope of fa�ade work wilt include exterior tighting, glass, landscaping and brick work totaling $44,700 in expenses. The
scope of permittable work will include demolition, electrical, and plumbing totaling $301,244 in permittable expenses. Grand
total of $345,944 in expenses.
The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions
applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit:
Grant a Downtown Fa�ade Grant for the Tru Dean Realty, LLC $22,350 and a Downtown Permiltable Grant for $30,124 at 61 l
Broadway, which is in the Downtown TIF, once proof of payment has been submitted.
WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for
providing assistance for renovations to their property, meet and comply with the qualifications and purposes of the Corporation
for the granting of such Economic Development Grants and Contracts.
Upon Motion by Director, Dr. John Opperman, and Seconded by Director, Mr. Blake Womble, .
IT WAS RESOLVED that MLI ofFer and, if accepted by Recipient, enter into an Economic Grant and Contract with Tru Dean
Realty, LLC,. for improvements to the property at 611 Broadway, Lubbock, Texas. This Economic Development Grant and
Contract wi(1 be on the normal terrns and conditions of such Downtown Grant Program and Contract offered by MLI to existing
businesses and business prospects and authorize the CEO to enter into and execute all documents related to the Economic Grant
and Contract.

Tanner Dean and Ruben Trujillo, owners of Tru Dean Realty, LLC, are renovating their property at 611
Broadway, located in the Downtown TIF.
Tanner moved from the high trees of East Texas to the high plains of West Texas in 2012. In 2014, he met
