HomeMy WebLinkAboutResolution - 2023-R0592 - Downtown Grant Program Permittable, Children's Advocacy Center, 720 Texas Ave - 12/12/2023Resolution No. 2023-R0592 Item No. 5.6 December 12, 2023 RESOLUTION WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the Market Lubbock Economic Development Corporation (the "Corporation"), the City Council of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the authority to approve all programs and expenditures of the Corporation; and WHEREAS, the City Council finds that it is in the best interest of the public to approve the program or expenditure, as proposed to the City Council by the Corporation, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Downtown Permittable Grant program or expenditure of the Corporation, in the amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided to the Children's Advocacy Center is hereby approved pursuant to Section 5 of the Amended and Restated Bylaws of the Corporation. Market Lubbock DT Pennittable Grant — Children's Advocacy Center 11.29.23 Resolution No. 2023-R0592 RE 23-79 RESOLUTION APPROVING CHILDREN'S ADVOCACY CENTER OF LUBBOCK AT 720 TEXAS AVENUE DOWNTOWN PERMTTABLE GRANT THE STATE OF TEXAS COUNTY OF LUBBOCK At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATiON, INC., a Texas nonprofit corporation (MLI), on Wednesday, November 29, 2023, held in conformity with the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted: WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to Children's Advocacy Center of Lubbock at 720 Texas Avenue. The Children's Advocacy Center at 720 Texas Ave is making improvements to the HVAC system of their property, located in the Downtown TIF. The Children's Advocacy Center of the South Plains (CACSP) is a 501(c)(3) non-profit organization founded in 1998. All of the services offered at the CACSP are provided for free to families we serve. We provide services for children and their families who have experienced abuse and neglect. Services are provided for children from 0 to 17 years of age and their non-offending caregivers. CASP provides this service based on referrals from the Departrnent of Family and Protective Services and Law enforcement. We serve Lubbock County and the surrounding 14 counties. We strive to provide Every Child, with Every Service and Every Effort. Our mission is to bring together community resources to speed the healing of child victims of abuse and trauma. The scope of permittable work includes the replacement of the I-IVAC system totaling $68,093. The terrns and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit: Grant a Downtown Permitta.ble Grant for the Children's Advocacy Center totaling $6,809 at 720 Texas Avenue, which is in the Downtown TIF, once proof of payment has been submitted. WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for providing assistance for renovations to their property, meet and comply with the qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts. Upon Motion by Director, Dr. John Opperman, and Seconded by Director, Mr. Sonny Garza, IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with the Children's Advocacy Center for improvements to the properiy at 720 Texas Avenue, Lubbock, Texas.
