AND EXTENDING WEST 1~5 FEET TO THE ALLEY; AUTHORIZING THE PAINTING OF CURBS AND THE ERECTION OF SIGNS; PROVIDING A PENALTY; REPEALING CONFLICTING ORDINANCES; AUTHOF - IZJNq. PUBLICATION AND DECLARING AN EMERGENCY. WHEREAS, in the interest of public safety, changed traffic conditions creating a public hazard require a No-Parldng Zone to be established on the South side of 16th Street, beginning at the intersection of Avenue "Hl' and 16th Street~ and extending West lZS feet to the alleyi NOW1 THEREFORE, BE IT ORDAINED BY THE CITY COMM.ISSION OF THE CITY OF LUBBOCK: SECTION 1. That a No•Parking Zone BE, and it is hereby established on the following described portion of street, and it shall hereafter be unlawful for any person operating, driving or in control of a vehicle to allow. permit or suffer such vehicle to be parked in that portion of the street hereinafter described as consitiuting a No•Parking Zone. SECTION z. That that portion of street referred to in Section 1 {One) of this ordinance as a No-Parking Zone is as follows: On the South side of 16th Street, beginning at the intersection of Avenue nHt• and 16th Street, and extending West llS fet::t to the alley. SECTION 3. That the Traffic Engineer is hereby authoriz~d and directed to paint or caltse to be painted the curbs and to erect signa indicating a No• Parking Zone consistent with the provisions of this. Ordinance. SECTION 4. That any person who shall suffer o~ permit any vehicle op• erated, driven or controlle«f by him to be parked in the area described in Section 2(two) of this ordinance shall upon conviction, be fined in any swn not exceeding Two Hundred Dollars. ($200). · SECTION 5. That all portions of all other ordinances in conflict with the provisions. of this ordinance are hereby repealed. SECTION 6. That the City Secretary is authorized to cause publication of the descriptive caption of this ordinance, together with the penalty clause, as an alternative method provided by law. SECTION 7. That the enactment of this ordinance-being necessary ~ the public safety and to provide a grtaater use of the public streets and, due to changed traffic conditions, is declared to be an emergency measure, thereby creating a public necessity that the rule requiring proposed ordinances to be presented at two separate meetings be dispensed with1 and this ordinance shall b~ effective from the date of publi~ation, as herein provided.
