AN ORDINANCE .AMENDING ORDINAK:E 981, ttTHE PLUMBD1G CODE" BY ADDING TO
CHAPTER 2, "AU~INISTRATION", SECTION 2-6--fLUMBING BOARD; CREATING A PLUMBING
BOARD; PRESJRIBING THE QUALIFICATIONS OF !mmERS OF SAID BOARD; AND THE POWERS
AND DUTIES OF THE BOARD; REPEALING ORDINANCE 1656, AND CO~~AINING A SAVINGS
CLAUSE.
WHEREAS, it has been de terrnined by the City Commission of the City of
Lubbock that there exists a need for a Plumbing Board to examine nev developments
and changing conditions for additions, deletions and changes to the .. Plumbing
Code• and recommend such additions, deletions and changes to the City CommissionJ
and,
WHEREAS, there is further need for such Plumbing Board to act as an Appeal
Board for the interpretation of the "PlUlllbing Code''; T H E R E F 0 R E,
BE IT ORDAINED BY THE CITY COMfiSSION OF THE CITY OF LUBBOCK:
SECTION 1. That Chapter 2, "Administration" of Ordinance 981, commonly
known as the "Plumbing Code" be, and the s&m3 is hereby amended, by adding
thereto Section 2-6 -Plumbing Board, as followss
SECTION 2-6 --PLUMBING BOARD
Paragraph 2-6-1. There 18 hereby created a Board to be known as the
Plumbing Board for the City of Lubbock, Texas.
Paragraph 2-6-2. The Board shall consist of seven members who shall serve
vi thout compensation. The Dr:}mbership of said Board shall be as follows:
(1) City Building Inspector, or his authorized representative, vho shall be
an ex-officio member of the Board without voting privileges, and shall ~ntinue
as such while holding this office.
(2) City Senior Public Health Engineer, who shall be an ex-officio member
of the Board without voting privileges, and shall continue as such while holding
this office.
(3) One lloenBed and active Master Plumber, vho shall have had at least
ten (10) years active experience as a plumber, one of such years of experience
having been performed in the City of Lubbock, Texas, vorking under the provisions
of "The Plumbing Code".
(4) One licensed and active Journeyman Plumber, who shall have had at
least five (5) years active experience as a plumber, one of such years of exper-
ience having been performed in the City of LubboC()t, Texas, working under the
provisions of "The Plumbing Code"•
(5) Three menibers, other than a Master or Journeynan Plumber, who shall
have knowledge of building construction and/or plumbing materials through
experience as a contractor, engineer, architect, supplier of building an~or 1
plumbing materials or other experience in a related field that vould enable him .
to render service in the interpretation of the "Plumbing Code" and recamnend-1
ations for imprevements to the Plumbing Code.

Paragraph 2-6-3. The five (5) members, not including the City Building
Inspector and the City Senior fublic Health Engineer, shall be appointed to the
Plumbing Board immediately~ upon this Ordinance becoming effective and shall
hold office for a term of five (5) years or until their successors are appointed,
except that the members first selected shall hold their offices for the term
ending January 1, 1956, January 1, 1957, January 1, 1958, January 1959 and
January 1, 1960, respectively, the term of eaoh to be determined by lot; and thai
successors shall hold office for five {5) years or until their successors are
appointed.
Paragraph 2-6-4. Provided, hOW"ever, if for any reason, any of the members
of the Board shall be unable to act, or shall resign £rom their respective
positions or shall be removed for any cause, then the City Commission shall
appoint a successor or successors, who shall fill out the unexpired term or
until respective successors shall be appointed.
Paragraph 2-6-5. The City of Lubbock shall provide the Plumbing Board with
proper books of record, blank forms, stationer.y and supplies proper and adequate
for the conduct of its business.
Paragraph 2-6-6. It shall be the duty of the Plumbing Board to meet as
soon after their appointments as possible and organize. The Cit.r Building
Inspector o~ lis~uthorized representative shall be Secretary of said Plumbing
Board and shall keep a full record of the proceedings of such Plumbing Board.
Paragraph 2-6-7. It shall be the power and duty of the Plumbing Boa.rd to
examine new developments and changing conditions for additions, deletions,
amendments and changes to the ttPlumbing Code'• from time to time as it may deem
proper, and to submit to the City Commission its written suggestions for the
improvement of the "Plumbing Code" of the City of Lubbock.
Paragraph 2-6-8. Appeals to the Plumbing Board will be made b,y the City
Building Inspector or any interested person and it is hereby made the power and
duty of the Plumbing Board when dispute arises between any person, firm,
association, partnership or corporation as to the meaning of the 19Plumbing Coden,
to interpret same; and when a majority of said Plumbing Board have interpreted
the "Plumbing Coden as to its meaning, said interpretation by said Plumbing
Board shall be final and binding on all persons, firms, associations, partnership
and corporations."
SECTION 2. If any section, sub-section, sentence, clause or phrase containe
in this Ordinance shall for any reason be held to be invalid or unconstitutional,
such decision shall not affect the validity of the remaining portions of this
Ordinance and it is hereb,y declared that all other parts of this Ordinance shall
continue in full force and effect.
!S4--SECTION 3. Ordinance No. 1656 being hereby expressly repealed, and this
Ordinance is to take effect from and after its passage and final publication as
made and provided by the Charter of the City of Lubbocko
