":J. - ' SE::E> ORDINANCE ~ro. _!_667 ---- AN ORDINANCE AMENDING SECTIONS 23, 8, 15 AND 22 OF ORDINANCE NO. 564 AS AMENDED BY ORDINAJ:\~E 1414 HEREBY CREATING A TWE:NTY-FOUR-MINUTE (24r) PARKING METER ZONE AND A ONE HOUR PARKING METER ZONE; AUTHORIZING THE INSTALLATION OF THE FOLLOWING mMBERED PARKING ME'l'ERSJ ON THE EAST SIDE OF AVENUE M BETWEEN BROADWAY AND 13TH STREEI'; THE NORTH SIDE OF 13TH STREET BEGINNING AT AVENUE M AND EXTENDING EAST TO THE ALLEY; THE SOUTH SIDE OF 1.3TH/STREEI' BEGINNING AT AVENUE M AND EXTENDING EAST TO THE ALLEY; METER NOS. M-12-1, M-12-5, M-12-7, M-12-9; ~12-11, M-12-13, M-12-15, M-12-17, AND M-12-19; 13-13-12, 13-13-14, 13-13-16, 13-13-18, 13-13-20; 13-13-13, 13-13-15, 13-lJ-17; REPEALING ALL CONFLICTING ORDINA~~ES; AUTHORIZING PUBLICATION AND DECLARING AN EMERGENCY. WHEREAS, the City Commission bas adopted the ~ecommendation of the Cit7 Traffio Engineer in making certain changes in parking on certain streets in the City of Lubbock; N 0 W, T HE R E F 0 R E. BE IT ORDAINED BY THE CITY COM-USSION OF THE CITY OF LUBBOCK: SECTION 1. That Section 23 of Ordinance No. 564 as amended by Ordinance No. 1414, be amended to include the following: A. That a Parking Meter Zone is hereb,y designated and established in the City of Lubbock and said Parking Meter Zone shall embrace the following eection of the street: (1) The East side of Avenue M between Broadway and 13th Street; (2) The North eide of 13th Street beginning at Avenue M and extending East to the alley; (3) The South side of 13th Street beginning at Avenue M and extending East to the alley. SECTION 2 •. That the City Traffic Engineer BE and he is hereby authorized and directed to cause the following numbered :rooters to be placed in the Parking Meter Zones as set forth in Section 1 (One) of thi s Ordinance. · 1. Meter Nos. M-12-1, M-12-5, M-12-7, M-12-9, M-12-11, M-12-13, M-12-15, M-12-17 and M-12-19. 2. Meter Nos. 13-13-12, 13-13-14, 13-13-16, 13-13-18 and 13-13-20. 3. Meter Nos. 13-1.3-13, 13-13-15 and 13-13-17. SECTION 3. That Section 8 of Ordinance No. 564 be amended as follows: That in the Parking Meter Zones set out in Section 1 (One) of this ordinance all vehicles shall be parked with both right wheels parallel to and within eighteen {18) inches of the curb. SECTION 4. That Section 15 of Ordinance No. 564, as amended by Ordinance No. 1414, be amnded so as t o include the following: 1. Sub-sections 1 and 2 of Section 2 of this Ordinance shall be one _ _) peney-tl.Telve minutes (121); two pennies -twenty-four (24') minutes Parking Meters. 2. The parking meters set out-in Sub-section 3 of sebtion 2 of this ordinance shall be one-nickel-one hour meters. SECTION 5. That any provision of any ordinance or order conflicting with this ordinance is hereby repealed. SECTION 6. That Section 22 of Ordinance No. 564 be amended as follows' That a~ person, firm or corporation, who shall violate a~ of the provisions of this ordinance shall, upon conviction, be fined in any sum not to exceed Two Hundred Dollars ($200). SECTION 7. That the City Secretar.y is hereby directed to cause publication of the descriptive caption of this ordinance, together with the penalty herein provided, as an alternative method provided by law. SECTION 8, That due to the changing traffic conditions creating a hazard injurious to the public and the public's use of the streets, the enactment of this ordinance is declared to be an emergency measure thereby creating a public necessity that the rule requiring ordinances to be presented at two separate meetings oe dispensed with; and this ordinance shall be effective from the date of its passage, as provided by law.
