That a freight loading zone BE, and ie hereby established in the following location: On the East side of Avenue L, beginning eighty-two (82') feet North of Broadway and extending North a distance of for~ (40') feet. SECTION 2. That any part of any ordinance or order conflicting herevi th is hereby repealed. SECTION .3. That the Traffic Engineer is hereby authorized and directed to cause the curbs in the above described zone to be painted and said zone plainly marked as Loading Zone. SECTION 4. Due to the ®anging traffic conditions, creating a hazard injurious to the public and the public's use of the streets, the enactment ot this ordinance is declared to be an EMERGENCY MEASURE, thereby ~ating a public necessity that the rule requiring proposed ordinances to be presented at two separate Commission meetings be dispensed withJ and this ordinance shall be effective from the date of its passage as provided by law.
