AND EXTENDING EAST A DISTANCE OF SIXTEEN (16) FEET; REPEALING ALL COJ\'FLICTING ORDINANCES AUTHORIZ-ING THE PAINTING OF CURBS; AND DECLARING AN EMERGENCY. WHEREAS, in the interest of public safety, changed traffic conditions, business loading and unloading requirements making imperative the immediate change in the establishment of a freight-loading zone; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COr>1MISSION OF THE CITY OF LUBBOCK: SECTION 1. That a freight-loading zone BE, and is hereby established in the following location: On the North side of the 1600 Block of Broadway, beginning 350 feet ~·J~ East of Avenue Q. and extending East a distance of sixteen (16) feet. SECTION 2. That any part of any ordinance or order conflicting "herewith is hereby repealed. SECTION 3. That the Traffic Engineer is hereby authorized and directed to cause the curbs in the above described zone to be painted and said zone plainly marked as Loading Zone • -SECTION 4. Due to the changing traffic conditions, creating a hazard injurious to the public and the public1·s use of the streets, the emctmant of this ordinance is declared to be an emergency measure, thereby creating a public necessity that the rule requiring proposed ordinances to be presen-ted at two separate Commission meetings be dispensed with; and this ordinance shall be effective from the date of its passage as provided by law.
