'WHEREAS, it bas been found in the administration or Ordinance 13.31 that there have been instances in which building is required to be commenced iDmed-iately on various pieces of property vhich have not as of yet been subdivided and the owner or such property intends to plat such property as required by Ordinance No. 13.31 and will so plat such property but the time required tor platting holds up construction on such propert7 thereby creating a hardship in some cases where it is necessary that imnediate construction begin; and, WHEREAS, such matter has been J:troaght to the attention of the Planning and Zoning COJDniseion and they, after due consideration, have reccmnended to the City COIIIIIission that Ordinance No. 1.3.31 be aaended to provide a Ethod vhereb,y a build!~ parmi t could be issued by the Building Inspector of the Cit,. of' Lubbock prior to the actual subdivision and rUing of record an ap.. proved Plat provided that such propert,y owner ehall sign an agreement that be will forthwith plat his property in accordance with the subdivision reg-ulations and acknowledge such owner's understanding that a certificate of occupancy and compliance will not be issued on such property, nor will any permanent connections for utili ties be made for such property until su$ prop-erty has been platted in accordance with these regulations; T H E R E F 0 R E, BE IT ORDAINED BY THE CITY COMUSSION OF THE CITY OF LUBBOCK s SECTION 1. That Section 5 C-1 or Ordinance 13.31, o011monly known as the subdivision regulations, be amended to.hereatter provide as follows: SEX:TION 5. fiNAL APPROVAL REQUIREMENTS. C. WITHHOLDING IMPROVEMENTS UNTIL APPROVEp. 1.
