W H E R E AS, the Civil Service Commission, on the recommendation of the Chief of Police and the Director of Civil Service has nade a careful study of the present classifications and authorized number of positions of the Police Department; and, W H E R E A s, the Civil Service Commission, on r~y 19, 1954, has submitted and recommends to the City Commission of the City of Lubbock the following changes of classifications and authorized maximum number of positions for each classification; N 0 W, T H E R E F 0 R E, BE IT ORDAINED BY THE CITY COHMISSION OF THE CITY OF LUBBOCK: SECTION 1. That Section 10, "Exhibit A" of Ordinance No. 894, be amended to include the classifications of positions attached hereto, Pages 1-25 inclusive and marked •Amended Exhibit A" and made a part hereof. Such class specifications set forth in the "Amended Exhibit A" are hereby declared to be the official statement of the duties, respon~ibilities and requirements of each class. SECTION 2. That Section 10 of Ordinance No. 894 be amended so as to repeal that portion which reada "The number of posi tiona in each class shall be shovm by tbe annual budget of this City" and to substitute the following, authorizing the maximum number of positions for each classification: Classification Chief of Police Deputies Chief of Police Police Captain Police Lieutenant Police Sergeant Patrolmen Probationary Patrolmen Authorized Maximum Number of Positions 1 4 10 10 24 70 30 Provided, however, that the number of probationary patrolmen shall never exceed the number of vacant positions in the patrolmen classification. SECTION 3. That Ordinances No. 913, 1077, 1275 and 1436 and that portion of Ordinance No. 894, Section 10, marked "Exhibit A" setting forth the classification of positions in the Police Department and that portion of Section 10, Ordinance No. 894, described in Section 2 of this Ordinance and any other ordinance or part of ordinances in conflict with this Ordinance are expressly repealed, however, it is understood that all parts of Ordinance No. 894 except the ones set out above, are .. to remain in full force and effect. u Page A N D I T I S S 0 0 R D E-R E D. The position involves direct responsibility for the planning and control of the activities, operations, training, and discipline of the department in such a manner as to maintain order and insure the continuous and effective enforcement of laws and ordinances, the prevention and suppreelsion of crillJS, and the prompt apprehension of criminals. l~e the employee is expected to work independently in the normal supervision and direction of the department; nevertheless, he will consult with the Director of Public Safety and/or t he City ~anager for administra- tive direction regarding general policies to be formulated and followed in the operation of the department, and will be governed by the recommendations of such superiors. \•Tork will be reviewed on the basis of results obtained, through general and special discussions of problems to be resolved, and by special and routine reports covering the activities and operations of the department. This is an appointive position, such appointment to be made by the City P~nager and confirmed by the City Commission. (See Sec. 8, F&P Civil Service Law) GENERAL DUTIES AND RESPONSIBILITIES: (The i tem.'3 listed below do not nece"BSarily include all duties and responsibilities applicable to this position). In consultation with the departmental director and with the assistance of subordinate supervising officers prepares rules and regulations governing aot- ivities of the Police Department and sees that vrhen pl aced into effect such rules and regulati ons are followed. Formulates and prescribes work methods and~prescribes work methods and Page 2 procedures to be followed qy members of the department, appraises conditions of work in the department, and takes necessary steps in improving the operations. Plans and supervises the enforcement of traffic and safety regulations and programs of crime prevention and detective. Controls the expenditure of departmental appropriations and prepares annual ~udget covering anticipated financial needs of the department. Instructs members of the Police force on Police procedures, duties, and ~roper use of equipment. Supervises and participates in Police training programs. Cooperates with state and f ederal officers in the apprehension and detention of wanted persons, and ~rith other agencies where activities of the Police Depar tment are involved. Directs the proper accounting for monies and funds received or disbursed, ~intenance and operation of police communications systems, and maintenance of all police equipment and other property. Advises and assists police officers in non-routine criminal or other in- ~estigations and personally participates in the rrore difficult police problems ~ncountered by subordinates. Prepares general and special reports on departmental activities, and supervises the preparation and maintenance of adequate criminal records and reports. Receives and disposes of complaints, attends formal and informal meetings, luncheons and public gatherings for the purposes of discussing and explaining the activities and fun~tions of the police department, and engages in other and similar activities designed to establish and maintain favorable public relations \ for both the department and the city. I DESIRABLE KNOWLEOOE, SKILLS, AND ABILITIES: I Extensive knowledge of the principles and practices of modern police ~dministration and police methods. , ( Extensive knowledge of scientific methods of crime detection and criminal identification. Extensive knol>~ledge of state and local laws and ordinances which are en- forced by the municipal police department. Extensive knowledge of the types and uses of firearms, communications and automotive equipment used in modern police work. Ability to plan, lay out, and supervi.:se the work of a large number of subordinates performing varied operations connected 1vith police activities and to develop proper training and inst.ructional procedures for these employees. Ability to est~blish and maintain cooperative working relationships with other city officials, state and federal authorities, and the general public. An understanding of federal, state, and local jurisdictions and authorities as they relate to police work. Ability to react calmly and quickly in case of emergency and to make correct decisions in such cases. Ability to prepare and present effective oral and written information material relating to the activities of the Police Department. Ability to regulate the control of employees, expenditures, and equipment for efficient and most effective use. DESIRABLE EXPERIENCE AND TRAINING: Extensive experience in modern police work which has afforded progressively responsible experience in a variety of p9lice functions, including responsible supervisory police duties and maintenance of satisfactory public relations; grad- uation from a standard high school, supplemented by formal training in modern police administration, methods, and practices and in scientific methods of crime prevention and detection. Page 5 DEPUTY CHIEF OF POLICE DEFINITION AND DISTINGUISHING CHARACTERISTICS OF ~; This class involves administrative, technical, and specialized phases of police work in the general supervision of a division or special operation of the Department, to which assignment is made by the Chief of Police, and with rank irr.roediately above the grade of Police Captain. Duties of this class involve full responsibility for the effective conduct and operation of a division or other special assignment; the coordination of activities and operations of same with those of other divisions and units; the administration of departmental rules, regulations and policies, and the execution of general and special instructions and orders issued by the Chief of Police. The general duties and responsibilities hereinafter outlined contemplate extensive experience in practically all phases of police work, and the application of seasoned judgment and skill in the perfor:mance of same. Duties are nornYllly performed independently but in accordance with general instructions of the Chief of Police, and with departmental r egulations, policies, and precedents. l~ork is reviewed objectively and on the basis of conferences with and reports submitted to superiors. Reviews records of arrests and charges to insure effective handling of trial cases, and gives testimony and information to grand juries and incident to trial of accused persons. Analyzes methods and proeedures of supervised unit, and makes recommendatio s for the improvement of same to superior officers. Upon specific authorization by ·Chief of Police, performs duties of Chief of police or other superior during their absence or disability. Conducts inter-departmental correspondence, prepares and/or supervises the preparation and handling of required routine and special reports covering operation and activities of unit supervised, and inspects and reviews similar reports re- ceived from subordinate officers. Performs related work and duties as required or assigned, and in accordance with methods and procedures set forth in the Administrative Code of the department. Page pOLICE CAPTAIN DEFINITION AND DISTINGUISH!~ CHARACTZRISTICS OF WORK: This is experienced supervise~ and technical work relating to a major phase of police operations, embracing specialized field and/or office duties, and involving gen ·ral supervision of a detail or group of subordinate officers and employees during an assigned shift. Work involves full responsibility for the supervision and effective per- formance of both general and specialized police activities of the unit supervised and, under certain circumstances, the supervisionA£ all police activities, during an assi gned shift. Work embraces general duties and responsibilities as hereinafte outlined, and contemplates the use of seasoned judgment and skill in the handling o routine and special problems and in the evaluating and application of methods and techniques and the interpretation and application of departmental policies and reg- ulations. Employee, personally, participates in the handling of more difficult matters and problems, and issues special and general instructions to subordinate officers and employees. Duties are normally performed with a considerable degree o independence, but in accordance with general and special instruction of superiors with departmental policies and regulations. Work is reviewed objectively and on th basis of conferences with and reports submitted to superior officers. Plans and supervises the performance of routine and special duties by a detail or group of subordinate officers and employees, and ehecks and reviews repor relativeto same. Responsible for the enforcement of procedural and disciplinary rules of the department, and makes oral and written report9 and recommendations to superiors regarding personnel matters and problems within unit supervised, including Page 9 commendations, transfers, terminations and disciplinary action. In the absence of a superior officer, assumes charge and issues instruction and as signments at the scene of activities and operations, including large fires and public assembles, riots and similar emergencies or happenings. Checks arrests to insure proper and effective handling of trial eases, and gives testimony and information to grand juries and inciElent to the trial of accused persons. Directs the surveillance and inspection of questionable or suspected areas and places for the purpose of detecting and suppressing vice and other criminal activities. Directs the operations of motorized and other traffice regulatory equipment and personnel, and instructs personnel in the proper and efficient performance of duties. Supervises the proper investigation and reporting of traffic accidents and violations, the following up of· cases requiring special or additional investigation and the preparation, keeping and filing of required reports and data relative to such m11 tters. Confers with citizens relative to complaints and special requests, and endeavors to make satisfactory adjustment and disposal of same. Handles routine correspondence and prepares and supervises the preparation and transmittal of required routine and special reports covering operations and activities of unit supervised, and inspects and re~iew similar reports received from subordinates. Performs related duties as required or assigned, and in accordance with methods and procedures set forth in the departmental Administrative Code. POLICE SERGEANT DEFI1~TION AND DISTINGUISHING CHARACTERISTICS OF WORK: This class embraces both supervisory, specialized , technical, and routine field and/or office duties, to be performed in any division or special position in the Police Department to which assignment may oe made by the Chief of Police, and with employees in the class to be interchangeable at the discretion of the Chief of Police with regard tosuch special positions and divisions of the depart- ment. Supervision is exercised over a patrol, detail or unit of subordinate employees in the division or special position to whichassigned. Employees in this class work under the supervision of superior officerx of the division or special position to which assigned, and assist such officers in the supervision, instruction, and conduct of the operations and functions of the particular detail or unit, and assume charge of same in event of the absence of a superior officer. Employees in this class normally participate in the work and activities of subordinates. While duties are generally performed in accord- ance vrith general and special instructions of superiors and l>Ti th established rules I procedures, and precedents of the department, the employee is frequently required 1 to exercise a reasonable degree cf independent action and judgment in the handling of special operations and problems. As presently contemplated, this is intended to embrace and include present and future employees performing specialized and technical duties under the following working title: Detective, Desk Sergeant, Radio Operator, Property Custodian, and Training Specialist. Subject to approval of t he City 't;f..anager, additional working titles may be established and designated by the Chief of Police and assigned to employees in this class. In the event of special assignment by the Chief of Police to a~ of the above mentioned working titles, or future titles eztablished hereunder, then duties, responsibilites and supervision while serving in such special capacity shall be in accordance with the provisions of the Administrative Code of the Police Department. Present classifications relating to any of the above mentioned present working titles are hereby repealed and abolished, and persons now holding such positions by virtue of appointment in accordance with such classifications shall be considered as automatically included under the provisions of this classificatio Also any employees whose names appear on current eligible lists established under such present classifications will be transferred and placed on the current eligible list for this classification, with r ank in accordance with final grades shO\ n on such other eligible lists, and lfi th such placement to remain in effect only for the legal duration or life of such other eligible lists.
