AN ORDINANCE PROHIBITING PARKING ON THE WEST SIDE OF
AVENUE 11X" FROM 19TH STREET TO 23D STREET, AND ON THE EAST
SIDE OF AVENUE "X" FROM 22D STREET TO 23D STREET; AUTHORIZ-
ING THE PlACING OF UNIFORM SIGNS AND PAINTING OF THE CURBS;
PROVIDING A PENALTY; AUTHORIZING PUBLICATION OF THIS CAPTION;
AND DECLARING AN EMERGENCY.
WHEREAS • the City Commission finds that the congestion of moving
vehicular traffic on Avenue X requires the elimination of parking in the areas
described in the caption of this ordinance,. and further finds that such meas-
ures are necessary for the immediate preservation of the public peace and
safety, constituting an emergency• NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK;
SECTION 1. That the parking of vehicles is prohibited at all tinies:
(1) O:t the West side of Avenue X from 19th Street to 'Zld
Street; and,
(2) <h the East side of Avenue X from 22d Street to Z3d
Street.
SECTION z. It shall be unlawful for any person to allow, permit or
sufier any vehicle to be parked on that portion of the streets described in
Section 1 (One) of this ordinance.
SECTION 3. The Traffic Engineer is hereby authorized and directed
to paint the curbs and to place uniform signs at the locations described in
Section 1 (One) consistent with the provisions of this O.rdinance.
SECTION 4. Any person, firm, or corporation who shall violate the
provisions of this ordinance shall, upon conviction. be fined in any sum not
exceeding Two HWldred Dollars ($ZOO).
SECTION 5. The fact that heavy, congested traffic requires the imme-
diate and full use of those portions of Avenue X described in Section 1 (One}
of this ordinance constitutes an emergency requiring the suspension of all
rules providing that no ordinance shall be enacted at the meeting of its intro-
duction; and such rules are suspended to preserve the public peace and safety,
and this ordinance shall be effective from and after its unanimous passage.
SECTION 6. The City Secretary is hereby authorized and directed to
have the desoriptive caption of this ordinance published, as provided by law.
