CATION; AND DECL..oi\.RING AN EMERGENCY.
WHEREAS 1 the Governing Body of the City of Lubbock, upon the basis
of engineering and traffic investigation. finds it necessary to alter prima-facie
speed limits established by Article 8Z7a1 Section 8, Vernon's Annotated Penal
Code, as amended by Acts 1951, SZd Leg., p. 5891 Ch. 346, Sec. 1, within
the areas and at the locations named and designated in the body of this ordinance
all within the corporate limits of the City of Lubbock and in the im.mediate vici-
nity of public schools1 during periods of time when such schools are in session
and/or school children are going to or from such schools and playgrounds con-
nected tb,erewith; and,
WHEREAS, the Governing Body also finds it necessary to make provi-
sion for certain regulations pertaining to moving vehicular traffic within such
areas regarding passing and stopping for the protection and safety of pedes~
trians crossing the streets within such areas; and,
WHEREAS, it is necessary to the immediate preservation of the public
health and safety to provide for the immediate enactznent of such measures,
constituting an emergency; N 0 W, T HERE F 0 R E,
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. That_ from and after the effective date of this ordinance
the following designated locations and areas are declared to be "School Zones,''
to-wit:
That part of Avenue Q lying between maximum distant terminal points
500 feet North and South of a point 150 feet South of Sixth Street
on Avenue Q.
That part of Avenue Q lying between maximum distant terminal points
· 500 feet North and South of the intersection of 31st Street with
Avenue 0.
That part of Avenue Q lying between maxim;lm distant terminal points
500 feet North and South of the point of intersection of 50th Street
with Avenue 0.
That part of Avenue Q lying between maximum distant terminal points
500 feet North and South of the point of intersection of Avenue P
with Avenue Q.
That part of East Broadway lying between maximum distant terminal
points 500 feet East and West of the point of intersection of
Spruce Avenue with East Broadway.

Street with Avenue H.
That part of College Avenue lying between maximum distant terminal
points 500 feet ~orth and South of the point of intersection of
Duke Street with College Avenue.
SECTION 1-A. The maximum distant terminal points of each of the
School Zones designated and established in Section One {1} of this ordinance
shall be determined by the Traffic Engineer, taking into consideration the vehi-
cular and pede~sian traffic, intersections, crosswalks, and type. and condition
of such streets. The actual terminal points of such School Zones. within which
the provisions o s ordinance apply• shall be the points within the maximum
distances ·utually determined by the Traffic Engineer as herein required and
at which the portable traffic control signs provided for in Section 4{b) shall be
placed.
SECTION z. The prima.facie speed limit, established by Article 827a,
Section 8, V-ernen's Annotated Penal Code, as-amended by Acts 1951., 52d Leg.,
P• 589J Ch. 346~ Sec. 1, of vehicles driven upon the public streets within the
School Zones designated and established in Sections One (1} and l•A of this , -.
ordinance during uschool hours, 11 as that term is described herein, is hereby
altered., and from and after the effective date of this ordinance shall be fifteen
(15} miles per hour for all vehicles.
SECTION 2-A. 0 School hours, 11 as that term is used herein, shall be
the hours 7:30A.M~ to 4:30 P.M .. of every day falling within the '~scho9l season.'
"SchooLseason, u as that term is used ~erein, shall mean each day of the calen-
dar year except Saturdays, Sundays and all other days when the public school
nearest the School Zone is not in session.
SECTION 3. No person shaU drive or operate a vehicle through a School
Zone designated and established by Secti9ns 1 and 1--A of this ordinance during
school hours of the school season in such a manner as to overtake and pass

another vehicle being driven in the same direction upon the same street within
said School Zone.
SECTION 4. The Traffic Engineer is hereby authorized and directed to
cause the placement of portable traffic control·signs and markers at the follow-
ing locations:
(a) An 18" x Z4" sign• rectangular in shape. having a white background
with red lettering, bearing the inscription, "Stop for Pedestrian in
Crosswalks, 11 at the designated crosswalks lGcfi\ted at or nearest the
mid-point of the School·Zone designated and established by Sections 1
and l•A of this ordinance. Such signs shall be placed facing approach
ing vehicular traffic from each direction and shall be situated in the
center of the street or at the most advantageous point within the
traffic lanes of such street1 to warn such approaching vehicular
traffic~
(b) A l4" x Z4" diamond-shaped sign {square with one diagonal verti.cal},
having a yellow background with black lettering, bearing the inscrip-
tion, 11No Passing--School Zone, 11 and, on the same standard or post,
directly below the above sign, a 10" x 14" sign ha-ving a white back-
ground, with bla:ck lettering, bearing the inscription, "15 M.P. H. , 11
shall be placed in· the center of the street or at the most advantageous
point within the traffic lanes for approaching vehicular traffic at each
of the terminal points established as provided in Sections 1 and 1-A of
this ordinance.
SECTION 4-A. The portable traffic control signs provided for in Sections
4{a) and 4(b) shall be placed at the locations therein provided for at 7:30A.M.
of eaeh day falling within the school season, as herein defined,~ and shall be
removed at 4:30 P.M. of each day falling within said school season. The place-
ment and removal of such portable traffic control signs shall be under the
direct-control and supervision of the Traffic Engineer.
SECTION s. Any person violating the prima-facie speed limit established
by this ordinance shall, upon conviction, be fi~ed as prescribed by the provision
of Article 8Z7a, Vernon1s Annotated Penal Code, for violations of Section 8
thereof, and any per,son violating SectiQn 3 of this ordinance shall, upon convic-
tion, be fined in any'sum not exceeding Two Hundred Dollars ($ZOO).
SECTION 6. 'Ihe City Secretary is hereby authorized and directed to
cause the publication of the descriptive caption of this ordinance together with
the penalty provisions, as required by law.
SECTIQN 7 • The fact that the .h~a.vy flow of pedestrian and vehicular
traffic across and through the School Zones herein designated and established
is a hazard, dang·erous to Ufe anel Umh, create, a public nece~~Jsity requiring

introduction be su.spended; and this ordinance is declared to be an emergenc;y
measure, to take effect from and after the date 'f)f its first publication.
