W H E R E AS 1 in the interest of public safety 1 ...-cbaaged~ t.ra.tiic; C-onditi-ons creating a public hazard require a No-Parking Zone to be established on the North side of Eighth Street, beginning at Avenue Q and extending East a ~is­ tance of 150 feet; THERE FORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. That a No-Parking Zone BE, and it is hereby esta.bllsh~d on the following described portion of street, and it shall hereafter be unlawful for any person operating. driving or in control of a vehicle to allow. permit or suffer such vehicle to be parked in that portion of the street hereinafter des- cribed as constituting a No-Parking Zone. SECTION z. That 'that portion of street referred to in Section 1 {one} of this ordinance as a No-Parking Zone is as follows: A. On the North side of 8th Street, beginning at Avenue Q and extending East 150 feet. SECTION 3. That the Traffic Engineer is hereby authorized and directed to paint or cause to be painted the curbs and to erect signs indicating a No- Parking Zone consistent with the provisions of this ordinance. SECTION 4. That any person who shall suffer or permit any vehicle operated, driven or controlled by him to be parked in the area described in Section 2 (Two) of this ordinance shall, upon conviction, be fined in any sum not exceeding Two Hundred Dollars {$ZOO). SECTION 5. That all portions of all other ordinances in conflict with the provisions of this ordinance are hereby repealed. SECTION 6. That the City Secretary is authorized to cause publication of the descriptive caption of this ordinance, together with the penalty clause, as an alternative method provided by law. SECTION 1. That the enactment of this ordinance being necessary to the public safety and to provide a greater use of the public streets and due to changed traffic conditions, is declared to be an emergency mee.sure, thereby creating a public necessity that the rule requiring proposed ordinances to be presented at two separate meetings be dispensed with; and this ordinance shall be effective from the date of publication, as herein provided.
