ESSARY TRAFFIC CONTROL DEVICDi AT EACH INTERSECTION OF A STREET WITH "BOULEVARD" OR 11RIGHT•OF-WAY11 8TRE.ETS ESTABLISHED AND SO OESIGNAT ED BY THE PROVISIONS OF THIS ORDINANCE; PROVID- ING A PENALTYJ AUTHORIZING AND DffiECTING CITY SECRETARY TO PUBL.ISH THE DESCRIPTIVE CAPTION OF THIS ORDINANCE AS AN ALTER- NATIVE METHOD OF PUBLICATION PROVIDED BY LAWi DECLARING AN EMERGENCY. AND ESTABLISHJNG EFFECTIVE DATE OF TRlS ORDINANCE. WHEREAS, the Governing Body of the City of Lubbock finds that the public peace and safety require the establishment. of through streets and parts of streets described in the body of this ordinance. and due to increased vehicular traffic thereover it is necessary to preserve the public peace and safety to immediately establish and designate such streets and parts of streets, which are in keeping with the comprehensive city-wide plan contemplated by Ordinance No. 1177* constituting an emergency; NOW • THEREFORE., BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION l. That Section One (1) of Ordinance No. 1177 BE and the same is hereby amended so as to add and include the following streets and p·l.rt.s of streets as boulevard or right-of-way streets: 3Zd Street from Memphis Avenue to Quaker Avenue 19th Street from Railroad Avenue to Magnolia Avenue Idalou Road from Magnolia Avenue to North City Limits Line of Lubbock north of 4th Street 19th Street from Brownfield Road to Chicago Avenue Brownfield Road from 19th Street to 4th Street 4th Street from B-rownfield Road to College Avenue 4th Street from Avenue J to Avenue A 6th Street from Texas Avenue to the Brownfield Road Avenue L from 19th Street to 34th Street Avenue G from 9th Street to 19th Street ( P. Z Avenue K from 4th Street to 19th Street 13th Street from Avenue E to Avenue 0 Amherst Street from College Avenue to Indiana Avenue Slide Road from 16th Street to 4Zd Street SECTION z. Stop Signs and other necessary traffic control devices shall be placed at each intersection where a street comeS' into or crosses any of the above designated "boulevards11 9r "right-of-way" streets. SECTION 3. That,. that part of any ordinance in conflict with the pro- visions of this ordinance is hereby modified and superseded consistent with the provisions of this ordinance; PROVIDED. HOWEVER. that this ordinance shall not repeal or be construed as affecting any ordinance duly authorizing the placement of traffic control lights. SECTION 4. Any person who shall violate any of the provisions of this ordinance shall, upon conviction, be fined in any sum not exceeding Two Hundred Dollars ($ZOO). SECTIONs.. The City Secretary is hereby authorized and directed to cause the descriptive caption and penalty provision of this ordinance to be pub- lished, as an alternative method of publication as provided by law. SECTION 6. Increased traffic over the above streets and parts of streets requires that all rules be suspended requiring proposed ordinances to be presented at two meetings of the City Commission, and this ordinance, nec- essary to preserve the public peace and safety, is declared to be an emergency measure and shall become effective from a nd after its unanimous passage by the City Commission on first reading.
